About this file
This is a Commission Memorandum from the City of Altamonte Springs, Florida, recommending award of Invitation to Bid (ITB-25-001-KY) for the construction of the Spring Lake Trail project in collaboration with the Florida Department of Transportation (FDOT) Local Agency Program (LAP). The project scope involves constructing an approximately 0.931-mile multi-use trail connecting Oakland Road and Lake Orienta Elementary School to Northlake Boulevard, with an 8- to 12-foot width designed to enhance bicycle and pedestrian safety and connectivity. Construction deliverables include trail construction, stabilized sod at property connections, security fencing along the northside, and upgrades to signage and pavement markings. The Procurement Division publicly opened seven bids on August 13, 2025, with all seven submissions found to be complete and responsive. The contract term extends from the date of execution until project completion and final payment issuance, with an anticipated contract duration of 250 days from Notice to Proceed, including substantial completion within 220 days.
The adjusted bid award amount is $1,994,159.60 to the lowest responsive and responsible bidder, Condor Construction Corp., with a minor formula error correction applied to their original submittal. Funding sources include FDOT LAP funding covering $1,919,715.60 (96 percent of the project cost) and the City of Altamonte Springs contributing the remaining $74,444 through Infrastructure Sales Tax Funds. The procurement included specific federal compliance requirements including Davis-Bacon wage rates, E-Verify employment eligibility verification, Build America/Buy America provisions, and Disadvantaged Business Enterprise (DBE) participation with an FDOT-established 10.54 percent DBE goal. Bidders were required to submit 5 percent bid guaranty and 100 percent performance and payment bonds, and subcontractors were limited to 60 percent of total contract value. The recommended Commission action was to award the contract on the basis of the Public Works and Utilities Department's evaluation for conformance to technical specifications, with City Manager approval required.
