About this file

This document is Addendum No. 3 for Invitation to Bid (ITB-25-001-KY) issued by the City of Spring Springs for the Construction of Spring Lake Trail, a project involving the Florida Department of Transportation (FDOT) Local Agency Program (LAP). The project will construct a trail from Northlake Boulevard to Oakland Road, with bid submissions due on July 30, 2025, at 11:00 am, with bid opening immediately following. The addendum provides clarification on FDOT qualification requirements for contractors.

The addendum addresses two key questions regarding contractor qualifications: first, confirming that the Portland Cement Concrete Paving requirement can be satisfied by a subcontractor, provided the prime contractor is prequalified in at least one major work type (Flexible Paving, Drainage, and/or Portland Cement Concrete Paving). Second, the document explicitly states that sidewalk, curb & gutter, and driveways prequalifications cannot be used to substitute the Portland Cement Concrete Pavement requirement, as the project involves previous concrete pavement and the City and Department have determined this specific prequalification is necessary. Bidders are required to acknowledge the addendum, with failure to do so potentially resulting in a non-responsive bid.

Addendum No. 3

Be advised of the following changes, additions, deletions, information, and/or clarifications to the subject solicitation. Only written questions answered in writing by formal Addendum will be binding. Oral and other interpretations or clarifications will be without legal effect. Questions received after the due date for questions will not be given any consideration. Respondents are reminded to review the original solicitation and all issued addenda, if applicable. Respondents must acknowledge all issued addenda, if any. Failure to acknowledge may result in the Respondent’s submittal being deemed non-responsive.

The letting date for this advertisement is July 30, 2025. All bids are due no later than 11:00am, Wednesday, July 30,2025, with bid opening happening immediately after the due date and time.

It should be noted that the remaining project details for this advertisement are unchanged.

Except as expressly modified herein, all other terms and conditions of the solicitation remain unchanged.

The Solicitation is hereby changed accordingly:

Q1: In reference to the FDOT qualifications—it states Portland Cement Concrete Paving is required. Can this requirement be satisfied by a subcontractor?

A1: Yes, this requirement could be satisfied by a subcontractor.

As stated in FDOT’s LAP Manual, section 14.2.1, “The Department’s Procurement Manual requires that the prime consultant must be technically prequalified in at least one or more of the major types of work specified in the advertisement and that each prime or subconsultant performing a standard type of work on a contract must first be qualified in that type of work”.

At a minimum the prime contractor must be prequalified in one or more of the following: Flexible Paving, Drainage, and/or Portland Cement Concrete Paving. As long as the prime contractor satisfies this requirement, the subconsultant can be prequalified in the work type for which the prime contractor may not have prequalification.

Q2: FDOT also has qualification of Sidewalk, Curb & Guttter and Driveways. Can the City add these to satisfy the Portland Cement Conc. Pavement requirement?

A2: No, the sidewalk, curb & gutter and driveways prequalification cannot be used to satisfy the Portland Cement Concrete Pavement requirement. This project has previous concrete pavement, and as such, the City and the Department made a determination that this prequalification is required for the project and will not be swapped out for another prequalification.
