About this file
This document is a City Commission Agenda Item from the City of Altamonte Springs, Florida, concerning a solicitation award for the construction of the Spring Lake Trail. The project involves improving bicycle and pedestrian safety and connectivity by constructing a multi-use trail extending approximately 0.931 miles, connecting Oakland Road and Lake Orienta Elementary School to Northlake Boulevard. The Procurement Division publicly opened seven bids on August 13, 2025, and after evaluating all bids, recommended awarding the contract to Condor Construction Corp. The contract term will run from the date of execution until the project is completed to the city's satisfaction and final payment is issued.
The total project cost is $1,994,159.60, with funding split between the Florida Department of Transportation (FDOT) Local Agency Program (LAP) and the City of Altamonte Springs. FDOT will cover $1,919,715.60 (96% of the project cost) through LAP funding, while the city will contribute $74,444 from Infrastructure Sales Tax Funds. The contract was awarded to Condor Construction Corp. after a minor formula error adjustment on their original bid form, making them the lowest responsive and responsible bidder for the trail construction project.

The Public Works and Utilities Department evaluated all bids for conformance to the technical specifications and recommends awarding to the lowest responsive and responsible bidder, Condor Construction Corp., in the adjusted submittal amount of $1,994,159.60. FISCAL INFORMATION: The Florida Department of Transportation (FDOT) Local Agency Program (LAP) funding will cover $1,919,715.60 or 96% of the project and the City will fund the remaining $74,444 through Infrastructure Sales Tax Funds.
