About this file

This is a Commission Memo from the City of Altamonte Springs, Florida, documenting the award of Invitation to Bid (ITB-25-001-KY) for the construction of the Spring Lake Trail, a multi-use pedestrian and bicycle pathway project. The project scope involves constructing an approximately 0.931-mile trail connecting Oakland Road and Lake Orienta Elementary School to Northlake Boulevard, including trail construction, stabilized sod installation at property connections, northside security fencing, and signage and pavement marking upgrades. The Procurement Division received seven complete and responsive bids during the public opening held on August 13, 2025. The project has a contract term extending from the date of executed contract until project completion and final payment by the City. The Public Works and Utilities Department evaluated all bids and recommended award to the lowest responsive and responsible bidder.

The adjusted contract award amount is $1,994,159.60, with funding sourced from the Florida Department of Transportation (FDOT) Local Agency Program (LAP), which covers $1,919,715.60 or 96 percent of the project costs, and the City of Altamonte Springs Infrastructure Sales Tax Funds covering the remaining $74,444. The award was made to Condor Construction Corp., with the adjustment resulting from a minor formula error on the original bid form. The memo indicates the award recommendation was submitted to the City Commission for approval on October 8, 2025, with final authorization pending City Manager approval.

SUBJECT: Solicitation Award to Condor Construction Corp. for Construction of Spring Lake Trail from Northlake Boulevard to Oakland Road (FOOT LAP), ITB-25-001-KY

SUMMARY EXPLANATION & BACKGROUND:

The solicitation called for offers from qualified firms to improve the bicycle and pedestrian safety and connectivity through the construction of a multi-use trail. The trail will extend approximately 0.931 miles, linking Oakland Road and Lake Orienta Elementary School to Northlake Boulevard.

The Procurement Division publicly opened seven bids on August 13, 2025, and found all seven bids to be complete and responsive. The Public Works and Utilities Department evaluated all bids for conformance to the technical specifications and recommends awarding to the lowest responsive and responsible bidder, Condor Construction Corp., in the adjusted submittal amount of $1,994,159.60. The amount required adjustment due to a minor formula error on the Bid Form.

The term of the agreement resulting from this Invitation to Bid will be from the date of the executed contract until the awarded Contractor completes the project to the satisfaction of the City, and the City issues final payment to the awarded Contractor.

FISCAL INFORMATION: The Florida Department of Transportation (FOOT) Local Agency Program (LAP) funding will cover $1,919,715.60 or 96% of the project and the City will fund the remaining $74,444 through Infrastructure Sales Tax Funds.
