About this file

This is Addendum No. 4 to Invitation to Bid (ITB-25-001-KY) issued by the City of Altamonte Springs in collaboration with the Florida Department of Transportation (FDOT) for the Construction of Spring Lake Trail from Northlake Boulevard to Oakland Road. The addendum, dated July 28, 2025, modifies the original solicitation for an 8- to 12-foot-wide multi-use trail spanning approximately 0.931 miles along Spring Lake Road, which will include trail construction, stabilized sod at property connections, security fencing along the northside, and signage and pavement marking upgrades. The solicitation due date has been extended from Wednesday, July 30, 2025, at 11:00 a.m. EST to Wednesday, August 6, 2025, at 11:00 a.m. EST, with bid opening occurring immediately thereafter. The contract term is 250 days from the Notice to Proceed, with substantial completion expected within 220 days and an anticipated award date of September 2, 2025. Non-mandatory site visits were originally scheduled for June 30, July 2, and July 7, 2025.

The addendum provides critical clarifications regarding contractor certification requirements. The Portland Cement Concrete Paving certification requirement has been removed from the FDOT Certificate of Qualification prerequisites, with bidders now required to submit evidence of current active certification from FDOT that includes only Flexible Paving and Drainage sectors. This modification eliminates the previous allowance for subcontractors to satisfy the Portland Cement Concrete Paving requirement. The solicitation is funded through the Federal Highway Administration's Local Agency Program (LAP) and requires compliance with federal requirements including Davis-Bacon wage rates, E-Verify employment eligibility, and Build America/Buy America (BABA) provisions. The procurement includes a 10.54% Disadvantaged Business Enterprise (DBE) goal established by FDOT, with contractors required to maintain an approved DBE Affirmative Action Plan before contract execution. Bidders must provide a 5% bid guaranty, a 100% performance and payment bond, and comply with the restriction that subcontractors not exceed 60% of the total contract value.
