About this file

This is an Addendum No. 3 to Invitation to Bid ITB-25-001-KY issued by the City of Altamonte Springs in collaboration with the Florida Department of Transportation (FDOT) for the Construction of Spring Lake Trail from Northlake Boulevard to Oakland Road. The addendum clarifies FDOT prequalification requirements for contractors bidding on this 0.931-mile multi-use trail construction project. All bids are due by 11:00 a.m. on Wednesday, July 30, 2025, with bid opening occurring immediately thereafter. The letting date is July 30, 2025, and the City anticipates awarding the contract on September 2, 2025. The contract term is 250 days from the Notice to Proceed, with substantial completion required within 220 days. Non-mandatory site visits were previously scheduled for June 30, July 2, and July 7, 2025.

The addendum provides critical clarifications regarding FDOT technical prequalification requirements, specifically addressing whether Portland Cement Concrete Paving qualifications can be satisfied by subcontractors and whether alternative concrete-related prequalifications (Sidewalk, Curb & Gutter, and Driveways) may substitute for Portland Cement Concrete Paving requirements. The City and FDOT determined that the prime contractor must be prequalified in at least one of the following: Flexible Paving, Drainage, or Portland Cement Concrete Paving, with subcontractors permitted to hold prequalifications in work types the prime contractor does not possess. However, Sidewalk, Curb & Gutter, and Driveways prequalifications cannot be substituted for Portland Cement Concrete Paving due to the project's previous concrete pavement requiring specialized expertise. All respondents must acknowledge this addendum in their submittal to avoid being deemed non-responsive. Except as modified by this addendum, all other terms and conditions of the original solicitation remain unchanged.

Addendum No. 3

DATE: July 23, 2025 TO: All Interested Bidders and Other Interested Parties FROM: Krisha Yurkiewicz, Procurement Specialist

Be advised of the following changes, additions, deletions, information, and/or clarifications to the subject solicitation. Only written questions answered in writing by formal Addendum will be binding. Oral and other interpretations or clarifications will be without legal effect. Questions received after the due date for questions will not be given any consideration. Respondents are reminded to review the original solicitation and all issued addenda, if applicable. Respondents must acknowledge all issued addenda, if any. Failure to acknowledge may result in the Respondent’s submittal being deemed non-responsive.

The letting date for this advertisement is July 30, 2025. All bids are due no later than 11:00am, Wednesday, July 30,2025, with bid opening happening immediately after the due date and time.

It should be noted that the remaining project details for this advertisement are unchanged.

Except as expressly modified herein, all other terms and conditions of the solicitation remain unchanged.

The Solicitation is hereby changed accordingly:

Q1: In reference to the FDOT qualifications—it states Portland Cement Concrete Paving is required. Can this requirement be satisfied by a subcontractor?

A1: Yes, this requirement could be satisfied by a subcontractor.

As stated in FDOT’s LAP Manual, section 14.2.1, “The Department’s Procurement Manual requires that the prime consultant must be technically prequalified in at least one or more of the major types of work specified in the advertisement and that each prime or subconsultant performing a standard type of work on a contract must first be qualified in that type of work”.

At a minimum the prime contractor must be prequalified in one or more of the following: Flexible Paving, Drainage, and/or Portland Cement Concrete Paving. As long as the prime contractor satisfies this requirement, the subconsultant can be prequalified in the work type for which the prime contractor may not have prequalification.

Q2: FDOT also has qualification of Sidewalk, Curb & Guttter and Driveways. Can the City add these to satisfy the Portland Cement Conc. Pavement requirement?

A2: No, the sidewalk, curb & gutter and driveways prequalification cannot be used to satisfy the Portland Cement Concrete Pavement requirement. This project has previous concrete pavement, and as such, the City and the Department made a determination that this prequalification is required for the project and will not be swapped out for another prequalification.
