About this file
This addendum to Invitation to Bid (ITB-25-001-KY) issued by the City of Altamonte Springs in collaboration with the Florida Department of Transportation clarifies requirements for the construction of the Spring Lake Trail project from Northlake Boulevard to Oakland Road. The project involves construction of an 8- to 12-foot-wide multi-use trail spanning approximately 0.931 miles, including trail construction, stabilized sod installation at property connections, security fencing along the northside, and signage and pavement marking upgrades. Bids are due on Wednesday, July 30, 2025, at 11:00 a.m., with bid opening immediately following the deadline. Non-mandatory site visits were previously scheduled for June 30, July 2, and July 7, 2025. The contract term is 250 days from Notice to Proceed, with substantial completion expected within 220 days, and award is anticipated on September 2, 2025. Respondents must acknowledge all issued addenda, and failure to do so may result in their submittal being deemed non-responsive.
The engineer's estimate for the base bid is $2,200,890.95, with the bid alternate estimated at $2,193,856.54. Key clarifications provided address the proposed 4-foot tall black vinyl-coated Type B fence with slats, confirmation that CADD files will be shared with the awarded contractor, and clarification that no GeoTech reports are available for the project. NFAP (Non-Federal Aid Participating) is identified as a funding source designation that does not impact the bidder's submittal package. The project is federally funded through the FDOT Local Agency Program (LAP), requiring compliance with Davis-Bacon wage rates, E-Verify employment eligibility, and Build America/Buy America provisions. A 10.54% DBE goal applies, and contractors must submit a 5% bid guaranty and 100% performance and payment bond. Owner Direct Purchasing from site furniture suppliers is not available; the contractor will be responsible for all procurement. The City will not extend the question deadline despite the holiday period before the bid due date.

Except as expressly modified herein, all other terms and conditions of the solicitation remain unchanged.
The Solicitation is hereby changed accordingly:
Q1: What is the engineer’s estimate?
A1: The engineer’s estimate for the subject project is attached with this addendum. From the engineer’s estimate, the base bid is estimated to be $2,200,890.95, with the bid alternate estimated at $2,193,856.54.
Q2: Are the CADD files available?
A2: The CADD files will be shared with the awarded Contractor.
Q3: Is there an engineer’s estimate or budget number available?
A3: Please refer to A1 of this addendum.
Q4: Is there an available GeoTech report?
A4: There are no GeoTech reports for this project.
Q5: What is the engineer's estimate/budget for this project?
Q5: Please refer to A1 of this addendum.
Q6: Will the City allow for an extension for the questions deadline since there is a holiday ahead and the bid is not due till the 30th?
A6: No, the question deadline will remain as listed in the solicitation document.
Q7: Please clarify this gate. Page RD-10.
A7: As noted on Sheet RD-10 and highlighted below, it is indicated that a proposed 12 ft.
black, vinyl-coated chain link gate is to be installed with this project.
Q8: What does NFAP stand for on the bid item form?
A8: This is related to funding sources. NFAP stands for Non-Federal Aid Participating. This designation does not impact a Bidder’s submittal package.
Q9: What is the engineer’s estimate?
A9: Please refer to A1 of this addendum.
Q10: After reviewing the plan set, I noticed a discrepancy. On the “Summary of Pay Items
Sheet 1” on Sheet 3, item number 0550-10212 specifies 5’ black vinyl coated Type B fence. On Sheets RD-1 through RD-3, the indicators specify 4’ black vinyl coated Type B fence. Also, on Sheet TY-1the indicators specify proposed fence to have black slats. Can you please confirm the correct height of the proposed Type B fence, as well as the black slats adder? Has a definition of the abbreviation NFAP on the “Itemized Bid Document” been issued?
A10: Regarding the specific item referenced, item number 0550-10212 specifies Fencing, Type B, in the height range of 0.5’ - 5.0’. The project intent is for a 4 foot (4’) tall fence, which is within the item type height range. The fence is to be vinyl-coated black with slats. See screenshot below.
Q11: It shows on the itemized page that it is 5' high. Inside the pages it says 4' high with slats.
My questions is do I bid the 4' and what does this NFAP stand for.
A11: Please see A10 regarding the fence and A8 regarding NFAP.
Q12: Our site furniture is actually specified on the plans. I was seeing if you wanted to buy from us directly, or if the contractor will be purchasing from us.
A12: No, the City will not be able to pursue Owner Direct Purchasing for this project.
Q13: Is the intent to install stabilization along both sides of the trail or just the grass driveways along the trail?
A13: Please refer to the landscape plan sheets and sheet TY-2 as well as RD plan sheets for stabilized sod details. Stabilized sod is identified at the grass driveways as well as on both sides of the asphalt portion and the northern side of the concrete portion of the trail.
