About this file
This document is a Questions and Answers addendum issued by the Walton County Board of County Commissioners Office of Central Purchasing for ITB 24-29, the Glendale Fire Station construction project. The project involves the construction of an 8,120-square-foot pre-fabricated and engineered steel and wood fire station for Walton County Fire Rescue, utilizing the same floor plan as the previously constructed Choctaw Beach Fire Station. Key specifications clarified in this addendum include confirmation that the facility will have two drop bays for ambulances, prefabricated inserts or epoxy flooring for shower areas, acceptable fire alarm system manufacturers (EST, Silent Knight, Firelite, and Kidde), and approval of Raynor overhead doors as an acceptable product. Additional requirements established include combo smoke and carbon monoxide detectors in bunk rooms, corridors, dining rooms, and day areas; sounder bases for detectors in bunk rooms; and provisional inclusion of strobe devices in sleeping quarters pending county building department approval. The signage specification section was noted as forthcoming from the owner. This Q&A addendum becomes part of the original ITB and reflects clarifications issued in response to bidder inquiries prior to the sealed bid submission deadline of May 23, 2024.
The addendum addresses technical specifications and product acceptability without providing pricing information, set-asides, or incumbent vendor designations. The county's total project budget is approximately $2.8 million, fully funded by Walton County. Bidders must be licensed General Contractors in accordance with Walton County Ordinance 2009-01 and must submit performance and payment bonds along with a 5% bid bond. The project timeline allows 220 calendar days for substantial completion from Notice to Proceed, with liquidated damages of $1,700 per day for substantial completion delays and $850 per day for final completion delays. The facility design must comply with 2017 Florida Building Code standards, and contractors must obtain a County Building Permit. Water and sewer services require comprehensive infrastructure development at the site, located northeast of the intersection of SR-83 and County Highway 2 on a 7.58-acre undeveloped property.

QUESTIONS AND ANSWERS II
ITB 24-29 GLENDALE FIRE STATION
We are providing the exhaust extraction system for the new Choctaw Beach Fire Station, and this appears to be the same floorplan…just confirming?
Response: Correct.
We have the (2) drop bay for the ambulances as the first bay closest to the living quarters for
Choctaw Beach, is it the same for Glendale? I just want our drawings to be correct for each station.
Response: Proposed bay layout is same as Choctaw Beach fire station.
Are the showers supposed to be inserts or Epoxy Floors and Walls?
Response: Inserts/prefab.
Please provide signage spec section.
Response: Spec section for signage will be added soon, obtaining from Owner.
After reviewing the specs and drawings I don't see where it calls out the manufacturer of the Fire
Alarm System that is required. Do you know the name of the Fire Alarm System that is allowed?
Are the following acceptable manufacturers to bid with .... EST, Silent Knight, Firelite, and or
Kidde.
Response: The above manufacturers mentioned are acceptable. Fire Alarm System must meet minimum Florida building code requirements.
We would like to request that Raynor overhead doors be considered for a product substation.
Per the ITB, we are only submitting questions and requests here. Where and how do we upload product data to be considered?
Response: Raynor is acceptable.
Should the Bunk Rooms, Corridor’s and Dining Room & Day Area include Combo Smoke and
Carbon Monoxide Detectors?
Response: Yes, include combo Smoke and Carbon Monoxide detectors in lump sum bid price.
