About this file
This document is a Questions and Answers (Q&A) addendum for Invitation to Bid (ITB) 24-29 for the Glendale Fire Station project, issued by the Walton County Board of County Commissioners' Office of Central Purchasing. The project involves constructing a new 8,120-square-foot pre-engineered metal building (PEMB) and wood construction fire station for Walton County Fire Rescue. The Q&A document addresses multiple technical and logistical inquiries from potential bidders, covering details such as louver dimensions, wall insulation R-values, interior stair construction, window types, and project specifications.
The estimated project cost is $2.8 million, with the county having budgeted the full amount. Key clarifications include that the project is not required to be LEED certified, does not need a third-party commissioning agent, and will not require Davis Bacon wage reporting. The southwestern water storage tank for fire protection must be sized by the contractor's fire suppression engineer to meet NFPA 22 standards. The project timeline remains at 8 months, despite contractor concerns about supply chain lead times, and the water, transformer, and utility costs will be covered by the owner. Window types were also specified, with W1 types being single-hung and W2 types being fixed.

Is there a ROM or Engineer's estimate available for this project?
Response: Lump sum EOPC is $2.8M.
Can you please tell us what Walton County has as a budget for this project? Also, can you please tell us what the engineer's estimate is for probable cost?
Response: Yes, the County has budgeted the project. Lump sum EOPC is $2.8M.
Will the septic tank require a pump?
Response: Septic tank is designed by others. Please review the septic permit provided in the specs and confirm with Walton County BOH for pump requirements.
Drawing M2.0 shows two 12x12 louvers on the west wall, a 12x12 and an 18x18 louver on the north wall, a 12x12 louver and an Exhaust Fan along the south wall. Can these be shown on Drawing A1.4’s elevations so that the PEMB supplier & Erectors can account for the framed openings?
Response: Dimensions will be added prior to issuing any PEMB shop drawing submittals.
Drawing A1.1 shows an exhaust louver on the west wall in the Gear Room and a vehicle exhaust system penetrating the west wall of the second floor. These louvers and openings are not shown anywhere else and no dimensions are given for them. What are the sizes of these louvers and can they be shown on drawing A1.4’s elevation so that the PEMB supplier & erectors can account for the framed openings?
Response: Dimensions will be added prior to issuing any PEMB shop drawing submittals.
What is the R-value for the Wall Insulation?
Response: R-13 to R21.
Will the cost of the transformer and Chelco’s utilities be covered by the Owner?
Response: Yes.
There does not appear to be a plumbing fixture schedule. Can one be provided?
176 Montgomery Circle
Response: Please see sheet A1.3 for restroom accessory schedule. Below is plumbing fixture schedule. Plumbing Plan will be updated to reflect schedule.
Is the underpart of the interior stairs enclosed or open?
Response: Interior stairs are enclosed with 2x4 stud wall and ½” drywall finish to match interior.
For the stairwell, is there a better detailed drawing on the step dimensions and the attachment for the header? And structural support for the header?
Response: Steps shall be 7.75” x 11” rise/run. A detailed drawing will be provided with this response. Header will be supported by a 6”x6” wood column with bolted bottom base plate.
The header will be a double (2) 2”x12” syp. Truss will be top chord mounted to header and fasted w/ two (2) ¾” thru bolts w/ galvanized washers.

Will the porch areas be a peak or lean to style for the roof? Drawing A1.4 seems to show one while the detail on A1.5 seems to show the other. Would the county prefer that the canopies be picked up as part of the PEMB package with steel columns?
Response: Lean to style. Refer to detail on sheet A1.5.
The project specifications mention submitting products that conform to LEED guidelines. Is this project required to be certified as a LEED building or some other green rating system?
Response: LEED is not required.
Will this project require a third party commissioning agent to meet the Florida Energy code or a green rating certification?
Response: No.
The proposed project schedule shows a duration of 8 months. This is not feasible due to current supply chain lead times for pre-engineered metal buildings. Please adjust schedule to reflect at least 12 months.
Response: Project duration will remain as published.
Drawing C5.1 shows locations for two water storage tanks. The northeastern one is said to be supplied by the owner. The southwestern one is said to be provided by the contractor. For estimating purposes, can more information be provided, like size and material?
Response: The southwestern tank is a wet system tank that supplies water for the building fire protection. The wet system tank has to be sized by the contractor’s fire suppression engineer to meet the required hose demand for the sprinkler pump. The system must meet all NFPA 22 standards / codes.
Does this project require Davis Bacon wage reporting?
Response: No.
Please verify if Window Type Elevations are Fixed, Single Hung, Casement, or Project Out
(awning type), Windows are drawn as fixed on the Plans. The Specifications call our several different Types that do not match the sizes on the plans. Example: Type W2 size on plans 6’-0” x
3’-0”/ size in spec 60” x 30” Project window (see page 3 of08400) And 60’ x 70” Project out two vents on page 4 of 08400.
Response: W1 types are single hung. W2 type is fixed.
