The addendum significantly modifies the contract documents by removing numerous EJCDC standard forms and specifications, including Instructions to Bidders, the original Bid Form and Bid Bond, General and Supplementary Conditions, and various administrative procedures, to be replaced by City-provided formats. Contract payments will be structured on a unit price basis rather than lump sum, with all clearing and grubbing work compensated per acre cleared, and general conditions and mobilization costs limited to no more than 10 percent of the total bid. Key specifications have been revised, including reducing the prior project experience threshold from $10,000,000 to $1,000,000 under the Contractor Qualifications Statement, and modifications to temporary stormwater pollution control and site clearing specifications. The addendum clarifies that Davis-Bacon prevailing wage requirements do not apply to this project, allows debris burning with Division of Forestry permission, and confirms that no permanent or temporary grass seeding will be required post-clearing. Control points and northing/easting coordinates will be provided to contractors rather than requiring independent surveys. The project encompasses six specific parcel numbers across Santa Rosa County, and a KML file showing site locations has been made available to registered prospective bidders.

The following changes have been made to the plans & specifications for the above project:
During the initial advertising and bidding process, the City of Milton has determined that there were potential bidders who were not aware of the bidding or the nature of the work. The City has decided to conduct a second mandatory pre-bid conference. Those proposed bidders who attended the first pre-bid conference will not be required to attend the second pre-bid conference. The bidding schedule changes as follows:

Questions:
1. Can KMZ files be provided showing the sites?
A: A KML file was previously sent directly to the proposed bidders that registered at the first mandatory prebid via the email addresses provided. That file is posted with this addendum.
2. Will Contract be paid in lump sum or unit price?
A: The contract will pay out by unit price.
3. Will the project be cleared all at the same time?
A: The project will be cleared in phases as follows: (subject to change determined by
100% gopher tortoise survey)

4. What will each site be used for once cleared?
A. Site 2 and 4 will primarily be used for effluent disposal (sprayfields) combined with sod farming. Site 3 will be a 4.0 million gallons per day wastewater treatment plant.
The rest of the project will be utilized as a corridor for piping.
5. What is the depth of the grubbing/ root raking required?
A. Grubbing and root raking requirements are included in Specification 31 10 00 Add 3.
6. Once cleared, will permanent or temporary grass be placed over the cleared area?
A. No grass will be required to be planted once the project is cleared. Seeding
Specification 32 92 00 is deleted in its entirety.
7. Will the limits of the clearing be identified or will survey be needed?
A. Control points and northing/easting coordinates will be provided.
8. Can a site visit be scheduled?
A. A site visit was conducted at 9:00 am Wednesday, January 21, 2026.
9. Will plot #s be given?
A. The drawings sheets that have been provided list the plot #s for all parcels associated with this project. Listed below are those parcel #s.

11. I was looking at the bid documents and on the SOW it is saying approximately 350 acres and on the Bid Form (last page) it is saying +/-295 acres. Can you specify which one the bid needs to reflect?
A. Reference to acreage throughout the documents has been changed to 350 acres. It is a unit price and payment will reflect acreage actually cleared.
12. Will the City allow burning on the property of debris or is the city looking for all debris to be hauled off?
A. Burning will be allowed with permission from the Division of Forestry.
13. Will this project require Davis Bacon?
A. This project does not require Davis Bacon Wages.
14. Is there a way to have another pre-bid meeting or make the mandatory meeting a non-mandatory meeting?
A. A second mandatory pre-bid has been scheduled. The date is recorded at the top of this addendum. Proposed bidders who attended the first pre-bid are not required to attend the second pre-bid.

The deadline for questions is Wednesday, February 11, 2026 @ 2:00 pm (CST).
The CONTRACTOR shall acknowledge receipt of this ADDENDUM by signing below, including a copy with the BID, and acknowledge where indicated on page 2 of the Contractor’s Proposal Form.
