Bidders must submit unit prices for each bid item, with final payment based on actual quantities determined per contract documents. The General Conditions lump sum fee shall be paid in five installments: 25 percent upon equipment arrival or shop drawing submission, 30 percent distributed equally over the next three months, 35 percent distributed equally over the following fifteen months, 5 percent with the twentieth payment, and 5 percent with the final application. The Sitework, Clearing and Grubbing price must include all labor, equipment, materials, grading, site restoration, temporary access, erosion prevention, stormwater pollution prevention planning, regulatory compliance (NPDES and FDEP), dewatering, and seeding. The Erosion Control unit price must cover all prevention and abatement activities, stormwater management and retention, and site preparation work, with the same unit price applying to silt fencing required for Gopher Tortoise barriers or burrow protection. The solicitation is subject to prevailing wage requirements under the Davis-Bacon Act, federal compliance with Build America, Buy America provisions, and potential funding from the State Revolving Fund Loan Program, RESTORE Act Grant Program, and Florida Department of Environmental Protection Resiliency Grant Program.

Bidder acknowledges that (1) each Bid Unit Price includes an amount considered by
Bidder to be adequate to cover Contractor’s overhead and profit for each separately identified item, and (2) estimated quantities are not guaranteed, and are solely for the purpose of comparison of Bids, and final payment for all unit price Bid items will be based on actual quantities, determined as provided in the Contract Documents.
Basis of Payment - Unit price is an amount incorporated into the Agreement, applicable during the duration of the Work as a lump sum price per bid item or per unit cost of defined parameter. For payment on a lump sum basis as a unit price, no separate payment will be made for any item of work required to complete the lump sum item. Lump sum bid items may be invoiced on a percentage of completion or as specifically detailed in the basis of payment for that lump sum item. Lum sum prices shall be complete, tested and fully operable prior to request for final payment. The per unit price bid for various items shall be compensation in full for furnishing all materials, labor, equipment, dewatering, sheeting, shoring, sitework and incidentals necessary to install or perform these items, complete and operable/usable in every detail and in accordance with contract plans and specifications.
A. Bid Item 1 – General Conditions: Payment for all labor, equipment, materials and appurtenances under this bid item will be made at the lump sum price for general requirements specified in the Construction Contract and technical specification
Page 2 of 2 ADDENDUM 3 that are not specifically identified in other bid items. Payment shall include, but not limited to, mobilization, demobilization, insurance, bonds, obtaining permits, indemnification, testing and lab services, safety equipment, first aid supplies, sanitary and other facilities, photographs, sequencing of construction, and compliance with regulatory permits.
The lump sum fee shall not exceed 10 percent of the total bid price and shall be paid out as follows: twenty-five percent (25%) of the lump sum value will be distributed the first month from the Notice to Proceed provided equipment has started showing up on site or shop drawings have started being submitted for review, thirty percent (30%) of the lump sum value will be distributed equally across the next three months, thirty-five percent (35%) of the lump sum value will be distributed equally across the next fifteen months of construction, five percent
(5%) of the lump sum value will be paid with the twentieth payment, and five percent (5%) of the lump sum value and retainage shall be paid with the final application for payment.
B. Bid Item 2 – Site Clearing and Grubbing: Payment for all labor, equipment, materials and appurtenances under this bid item shall be full compensation on a per acre price for all work associated with sitework, stormwater conveyance, and erosion control. Payment shall include, but not limited to, grading, clearing, protection of existing properties, restoration of all properties affected by the work to existing or better condition following construction, temporary access, all work associated with the prevention, control and abatement of erosion and water pollution in accordance with the contract documents, submittal of a stormwater pollution prevention plan, stormwater management regulatory (NPDES, FDEP) compliance, dewatering and compliance with all regulatory criteria, stormwater retention; grassing, seeding, and all other sitework related activities not specifically identified in the specifications or drawings.
C. Bid Item 3 – Erosion Control: Payment for all labor, equipment, materials and appurtenances under this bid item shall be full compensation on a linear foot price for all work associated with erosion control and stormwater conveyance.
Payment shall include, but not limited to, all work associated with the prevention, control and abatement of erosion and water pollution in accordance with the contract documents, submittal of a stormwater pollution prevention plan, stormwater management, stormwater retention; and all other sitework related activities not specifically identified in the specifications or drawings to prepare the respective sites for intended usage. Should silt fencing be required for Gopher
Tortoise barriers or protection around burrows, the same unit price shall apply.
