About this file
This Addendum No. 1 is issued by the City of Casselberry Procurement Division for Invitation to Bid (ITB-2019-0502) regarding the Howell Park Water Treatment Plant Rehabilitation project. The addendum provides clarifications and answers to potential bidders' questions about the project, with the solicitation response due on Tuesday, August 6, 2019 at 2:00 p.m. Local Time. Key clarifications include the Engineer (CPH, Inc.) being responsible for FDEP water and wastewater permits, the Contractor being responsible for relocating a Convault fuel tank and obtaining City building permits, and confirmation that there will be no incentive for early project completion.
The addendum addresses several critical bidding details, including permit and fee responsibilities, contingency budget adjustments, and the City's purchasing card program. The City clarified that any contingency required by change order must go to the City Commission, and a line item for contingency will not be permitted in the Bid Price Schedule. The Purchasing Card Program is now described as an optional e-Payables payment method that bidders can indicate interest in during their submission. The City also confirmed it will not split the award and does not intend to perform an owner direct purchase for the project. Additionally, the Contractor will be responsible for paying for and obtaining materials testing and inspection services, with updated specifications provided in the addendum.
