About this file

This is an Invitation to Bid (ITB) issued by the State of Oregon, Department of Administrative Services, Procurement Services (DAS PS), on behalf of the Oregon Department of Revenue, for heat-transfer, counterfeit-resistant cigarette tax stamp manufacturing and distribution. The ITB outlines a three-step procurement process, where Bidders must first submit a Notification of Intent to Participate, then provide product samples for evaluation and testing, before submitting their final bid. The contract is for an initial one-year term with options to extend. The requested stamp types include pads, large rolls, wide rolls, and rolls for Marlboro/25's cigarettes, with estimated historical annual quantities provided. Bidders must meet various requirements related to interfacing with the state's ordering system, direct-to-distributor shipping, and maintaining adequate stock levels.

Bids will be evaluated on a pass/fail basis, with the lowest responsive and responsible Bidder awarded the contract. Bidders must submit various required forms and documents, including references, responsibility inquiry, COBID certification, and price bid. The ITB outlines preferences for recycled products and products made in Oregon. The successful Bidder will be required to provide proof of insurance and comply with pay equity and non-discrimination requirements prior to contract execution.
