About this file
This document is an Attachment E - Certified Disadvantaged Business Outreach Plan related to an Invitation to Bid (ITB) issued by the State of Oregon for the Heat-Transfer Cigarette Tax Stamp Manufacturing and Distribution contract. The contract opportunity involves Marion County, Salem City, and Salem City as the jurisdictions. The outreach plan requires bidders to take reasonable steps to ensure that certified minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses have an equal opportunity to participate as subcontractors. Bidders must describe the subcontracting opportunities and the steps they will take to solicit certified firms. Bidders must also be willing to report the identity of each subcontractor and the value of each subcontract to the Oregon Certification Office for Business Inclusion and Diversity (COBID) if awarded the contract.
The contract does not appear to have any pricing terms, set-asides, incumbent contractors, or funding details specified in this document. The focus is on ensuring equal opportunity for certified disadvantaged businesses to participate as subcontractors on this state and local government procurement.
