About this file
This document is an addendum for an Invitation to Bid (ITB) issued by the Oregon Department of Administrative Services, Procurement Services (DAS PS) for the Heat-Transfer Cigarette Tax Stamp Manufacturing and Distribution contract. The ITB seeks bids for the manufacture and distribution of heat-transfer cigarette tax stamps for the state of Oregon as well as Marion County and the city of Salem. The addendum modifies the schedule of events, product sample and submittal requirements, evaluation and testing criteria, and various printing and service specifications for the four different stamp types. Bid submissions are due by the Bid Opening Date, and the Notice of Intent to Award is expected to be posted on January 27, 2023, with the contract anticipated to be executed around February 6, 2023.
The contract will require the successful bidder to produce and distribute the cigarette tax stamps, which must meet stringent security and design requirements. The stamps will be sold in pads, large rolls, and wide rolls, with the smallest sale unit being one full pad, roll, or wide roll. Bidders must also provide counterfeit detection devices and adhere to strict custody, accounting, production, and destruction protocols for the stamps and related materials.
