About this file
This is a pre-bid conference agenda for an Invitation for Bid (IFB) issued by the Illinois Department of Innovation and Technology (DoIT) to establish a contract for SMS and Voice Multi-Factor Authentication services. The procurement seeks to transition the State from its current messaging provider to a modern outbound SMS and voice solution that supports multi-factor authentication (MFA) and authorized State notifications. The solution must deliver approximately 2.5 million SMS messages and 60,000 voice minutes monthly, with secure API integration, high availability operations, and full compliance with State and Federal requirements. The pre-submission conference was held on September 1, 2026, with the questions submission deadline set for September 15, 2026, answers posted September 17, 2026, and bid opening scheduled for September 22, 2026, at 11:00 AM CT. The contract will include implementation and transition services, with renewal term options covering years four and five.
Bidders must submit pricing for four line items: outbound SMS text messaging, outbound automated voice call delivery, fixed-price implementation/transition service, and a renewal term evaluation line item. The renewal term evaluation line item requires vendors to enter exactly $400,000 (representing the State's estimated combined cost for domestic and international SMS and voice services for the two-year renewal period), with any other amount resulting in automatic disqualification. Flat-rate pricing is mandatory for domestic SMS, international SMS, domestic voice, and international voice—each requiring a single unit rate with no destination-based pricing. The solicitation contains a 1% Business Enterprise for Minorities, Women, and Persons with Disabilities Act (BEP) participation goal and a 7% Veteran-Owned Small Business (VOSB) goal, with vendors and subcontractors required to be certified as BEP prior to bid opening. All proposals must be submitted electronically via BidBuy, including signed contracts, vendor disclosures, offers to the State of Illinois, and BEP utilization plans. Questions must be submitted in writing to Matthew Craven at Matthew.Craven2@illinois.gov by September 15, 2026.

Overview
Background The Illinois Department of Innovation and Technology (DoIT) is issuing this Invitation for Bid (IFB) to establish a contract for a modern outbound SMS and Voice solution that supports multi factor authentication (MFA) and other authorized State notifications. This procurement will transition the State from its current messaging provider and ensure reliable, secure delivery of authentication codes for State systems.
The solution must support core MFA functions including high availability message delivery, secure API integration, redelivery logic, monitoring, and compliance with State and Federal requirements. Average monthly usage includes approximately 2.5 million SMS messages and 60,000 voice minutes.
This non-mandatory pre-bid conference is being held to clarify BidBuy pricing requirements, including the mandatory fixed renewal term amount that bidders must enter exactly as specified to avoid disqualification.
IFB Objective and Goals The objective of this IFB is to procure a reliable, fully managed SMS and Voice delivery service that supports MFA for State systems and replaces the State’s current messaging provider. The solution must ensure timely delivery of authentication codes through secure API integration, high availability operations, and full compliance with State and Federal requirements.
The selected Vendor will provide a scalable, cloud hosted service capable of supporting the State’s current MFA messaging volumes while completing all transition, testing, and go live activities required for a seamless replacement of the existing provider. The service must be secure, stable, and easy for State systems to integrate and operate.
This procurement supports DoIT’s broader identity and access management strategy by improving reliability, strengthening security, and ensuring consistent MFA performance across State applications.
