About this file

This document is Price Instructions guidance from the Illinois Department of Innovation and Technology for an Invitation For Bid (IFB) for SMS & Voice Multi-Factor Authentication services (Solicitation 26-448DOIT-SEC44-B-52896). The solicitation establishes a master contract for multi-factor authentication services covering outbound SMS text messaging, outbound automated voice call delivery, implementation and transition services, and a renewal term evaluation component. The contract structure spans three initial years with a two-year renewal option (Years 4-5). Bidders must submit pricing directly into the BidBuy platform for separate line items covering domestic SMS message delivery, international SMS message delivery, domestic voice call minute delivery, and international voice call minute delivery for each of the first three contract years. The IFB also includes a fixed-price implementation and transition service line item covering configuration, testing, user acceptance testing, documentation, and go-live support.

All pricing must be submitted as firm, fixed rates entered directly into BidBuy, with no alternative submission formats permitted. Bidders are required to provide one flat per-message price for all domestic SMS traffic, one flat per-message price for all international SMS traffic, one flat per-minute price for all domestic voice calls, and one flat per-minute price for all international voice calls; destination-based or geographically differentiated pricing is not acceptable and will result in non-responsive status. The implementation and transition services line item must be priced as a single fixed amount with no hourly or time-and-materials pricing accepted. For the two-year renewal term evaluation line item (Years 4-5), bidders must enter exactly $400,000, which is an estimated value for evaluation purposes only and does not represent guaranteed spending; any other amount will result in automatic disqualification. All BidBuy quantities reflect estimated usage only and do not constitute minimum or guaranteed purchase amounts. Failure to complete all required pricing line items may render a proposal non-responsive.

Section III: BidBuy Line Items – Detailed Pricing Instructions for This Solicitation - Price Entry in BidBuy ONLY

This solicitation contains line items for outbound SMS text messaging, outbound automated voice call delivery, a fixed-price implementation/transition service, and a renewal term evaluation line item. Bidders must carefully follow the instructions below when entering pricing into BidBuy

1. Contract Year Structure (Years 1, 2, and 3)

The BidBuy pricing schedule includes separate line items for each of the following service categories for each of the first three contract years:

· Domestic SMS message delivery

· International SMS message delivery

· Domestic voice call minute delivery

· International voice call minute delivery

These line items are year-specific. Bidders must enter a unit price for each applicable line item for each contract year (Year 1, Year 2, and Year 3).

Do not leave any pricing line item blank.

2. Domestic and International Pricing Must Be Flat Rates Across All Destinations

For both SMS and Voice services, the State will not accept destination‑based pricing.

Bidders must provide:

• One flat per‑message price for all domestic SMS traffic

• One flat per‑message price for all international SMS traffic

• One flat per‑minute price for all domestic voice calls

• One flat per‑minute price for all international voice calls

Unit prices must not vary based on destination, location, region, country, routing, or any other geographic factor. Bidders may not submit pricing that differentiates or groups destinations under any circumstances.

Pricing submitted in any form that is dependent on, or varies by, destination will be considered non‑responsive.

3. Implementation & Transition Services – Fixed Price

The BidBuy pricing schedule includes a single line item for implementation and transition services including configuration, testing, user acceptance testing, documentation, and go-live support.

This line item must be priced as a single fixed amount covering all work required to transition the State from its current messaging provider. Hourly, time-and-materials, or rate-based pricing will not be accepted.

4. Two-Year Renewal Term Line Item (Evaluation-Only Fixed Amount)

The BidBuy pricing schedule includes a renewal-term evaluation line item representing Years 4 and 5. Bidders must enter a price of exactly $400,000 for this line item. This value is an estimated total for evaluation purposes only and does not represent a guaranteed spend or payment. Entering any other amount will result in automatic disqualification. Final contract pricing for the renewal term will be subject to allowable CPI adjustments in accordance with the contract.

5. Quantities Used for Evaluation Only

All BidBuy quantities and units of measure reflect estimated usage only and do not represent minimum or guaranteed purchase amounts. Bidders may not alter quantities, units of measure, or descriptions.

6. No Additional Pricing Formats Allowed

Bidders may not submit pricing in attachments, spreadsheets, PDFs, narratives, or emails. All pricing must be entered directly into BidBuy. Any submission of pricing outside the BidBuy Items Tab may result in disqualification.

7. Each pricing line item must be completed fully and accurately.

Failure to enter pricing for any required line item may render the Offeror’s proposal non-responsive.
