About this file
This document provides the Agency response to questions received as part of the Question and Answer (Q&A) process for the Illinois Gaming Board (IGB) Central Communications System (CCS) Procurement Request for Proposal (RFP) B45047. The RFP seeks to establish a centralized communication system to connect video gaming terminals, site controllers, and other related technological components utilized in the video gaming industry in the state of Illinois. The transition phase will involve the incoming supplier being paid the same percentage of Net Terminal Income (NTI) as the incumbent for connected Video Gaming Terminals (VGTs) until the transition is fully complete, at which point the incoming supplier will begin receiving the percentage of the NTI as outlined in their proposal. The RFP states that the current contract expires on December 31, 2025, and the incoming supplier's percentage of NTI will be the updated rate if different, with a guarantee that it is no less than the percentage of today.
The payment rate to the incoming vendor during the transition phase is 0.92% of NTI, and the transition plan must receive IGB approval before any VGTs are connected to the new CCS. The incoming vendor will be responsible for managing all their operating costs and assume full responsibility for the CCS functionality. The RFP also provides information on the performance criteria and Service Level Agreements (SLAs) outlined in Attachment D.
