This Attachment J provides the detailed Reporting requirements for the IGB CCS RFP. The Offeror shall read and understand the goals and objectives and all reporting requirements found in the RFP, as well as in this attachment.

To ensure the Illinois Gaming Board (IGB) can effectively oversee and regulate Video Gaming activities within the state, the Offerors solution shall be capable of generating detailed reports. These reports are crucial for the IGB to monitor compliance, assess financial health, and optimize the overall management of Video Gaming operations.

A. Data and Reporting Compliance and Governance

a. The proposed Central Communication System (CCS) shall provide data and reporting capabilities sufficient to meet requirements in the Video Gaming Act (230 ILCS 40), Illinois Administrative Rules (Title 11 (D) (I) 1800), Technical Standards for Video Gaming Terminals v. 1.4 dated August 2019, and Video Gaming Terminal Operator Account Sweep Schedule (Procedures) per the IGB public website.

b. The proposed Central Communication System (CCS) shall provide data and reporting compliance of rules, statutory and references to the following current or future Acts and Rules in the Video Gaming Act (230 ILCS 40), Illinois Administrative Rules (Title 11 (D) (I) 1800), Technical Standards for Video Gaming Terminals v. 1.4 dated August 2019, and Video Gaming Terminal Operator Account Sweep Schedule (Procedures) per the IGB public website.

c. The proposed Central Communication System (CCS) and Offeror shall comply with SOC reporting standards, transitioning from the previously required ISO certification to align with the Illinois Auditor General’s Office preferences needed for fulfilling the requirements of the resulting contract. (e.g., SOC 1 Type 2, and SOC 2)

B. Minimum Data and Reporting Requirements

a. Access: All reports shall be available for licensees and Board staff using role-based access.

b. Formatting: All reports shall be applicable and available in detail and summary form as necessary to support licensee and Board operations. Reports shall be exportable in the following formats XML, CSV, PDF, MHTML, Excel, TIFF, Word, and Common Database Formats.

c. Dates: All reports shall support data being searched, run, or scheduled by dates or a range of dates from the inception of the current CCS system to current.

d. Comprehensive Data Description: The Offeror shall provide an exhaustive catalog of the types of data the central communications system will capture. This should cover player data, game performance metrics, financial transactions, and any anomalies or security breaches. The description should detail not only the type of data but also how it will be stored, processed, and protected.

e. Detailed System Reporting Capabilities: The Offeror shall provide an outline of the reporting functions the system will offer, emphasizing customizability, real-time analytics, and automated reporting. For each report type, specify the data sources, the frequency of generation, and how these reports can be tailored to meet the IGB's specific monitoring needs.

f. Alignment with IGB's Strategic Objectives: The solution should explicitly link the system's capabilities with the IGB's strategic objectives for monitoring and regulating Video Gaming. This should include examples of how the system will improve compliance monitoring, enhance the detection of illegal activities, and support responsible gaming initiatives.

g. Efficiency Improvements: The Offeror shall provide details that streamline current processes for monitoring and administering Video Gaming activity. This should include reducing manual data entry, automating compliance checks, and providing dashboard views for quick assessments of gaming activities across the state.

h. Data Integrity and Security: The Offeror shall provide an in-depth measure that will ensure data integrity and security, including encryption methods, access controls, and audit trails. These features should help the IGB safeguard sensitive information and comply with relevant data protection laws.

i. Scalability and Futureproofing: The solution should scale and adapt to future changes in gaming regulations, technology advancements, or increases in gaming activity. Include considerations for integrating new types of games or gaming venues.

j. User Training and Support: The Offeror shall provide training and support to IGB staff to ensure they can effectively utilize the new system. Include information on documentation, help desk support, and ongoing training opportunities to keep staff updated on new features or best practices.

k. Real Time Data and Reports: The solution shall provide reports and dashboards of critical data identified by IGB staff. Data should include (e.g., tampering, outages, resources such as receipt paper or cash being full or empty) and provide such data in a way that is actionable. These reports and dashboards shall consume and present data immediately and not on a regular basis or scheduled data refresh.

l. Data and Reporting Integration: The solution shall provide integration methods and support of data and reports to Third Party and State systems, software, and solutions identified by the State for fulfilling the requirements of the resulting contract.

m. Machine and Game Level Information: The solution shall provide reliable and functional reporting required to manage the granularity of data required for comprehensive monitoring, including anti-money laundering efforts of machine and game level data.
