About this file

This is a Solicitation Addendum No. 1 issued by the City of Austin Financial Services - Central Procurement for Invitation for Bid (IFB) 7800 TJP1031, dated September 29, 2026, addressing maintenance and repair services for Dyna-Brute automotive parts washers. The addendum provides clarifications to the original solicitation through six question-and-answer pairs and updates contact information for seven City Service Centers (SC1, SC5, SC6, SC8, SC11, SC12, and SC13) requiring preventive maintenance services. The estimated contract value is approximately $50,000 annually for repair labor (400 hours estimated) and approximately $30,000 for parts, with actual spending potentially exceeding estimates based on historical expenditures of $30,000 to $43,000 annually over the previous five years. The original bid submission deadline was October 13, 2026, at 2:00 p.m. CT, with questions due by September 28, 2026, at 5:00 p.m. CT. The initial contract term is 36 months from execution with optional City extensions for up to two additional 12-month periods.

Key operational clarifications include the requirement for written estimates and City approval prior to performing all repair services regardless of cost, with the 12-month labor warranty applying only to repair work and not preventive maintenance or cleaning services. Pricing for Category 2 is mandatory as part of bid submission. The City's Living Wage Program requires all employees and subcontractors to earn a minimum of $22.15 per hour, and contractors must comply with Austin City Code wage theft ordinance requirements. Local and small business preferences apply with discounts of 5% for bids up to $500,000 and 3% for bids between $500,000 and $50 million. Prices remain firm for the first 12 months; subsequent price adjustments may not exceed the percentage change in the U.S. Bureau of Labor Statistics Commercial Machinery Repair and Maintenance Index, with a maximum single-line item adjustment of 25%. Contractors must obtain Workers' Compensation, Commercial General Liability, and Business Automobile Liability Insurance with specified minimum limits and provide certificates prior to contract execution. The addendum includes comprehensive contact directories for all seven service centers, materials control supervisors, fleet administration, contract management, and accounts payable personnel.

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Revised 10/01/2024

Solicitation: IFB 7800 TJP1031 Addendum No: 1 Date: September 29, 2026

1.0 Questions:

Q1 Question: How many City Service Centers currently require preventive maintenance services, and what are their addresses?

Q1 Answer: Seven – SC1, SC5, SC 6, SC8, SC11 SC12 and SC13.Please see addresses attached.

Q2 Question: Is there a dollar threshold below which repairs may be performed without submitting a written estimate and waiting for written approval?

Q2 Answer: No, all estimates need to submitted and approved by the Service Center representative prior to work being performed.

Q3 Question: Is pricing for Category 2 mandatory as part of the bid submission?

Q3 Answer: Yes

Q4 Question: The estimated annual quantity for Category 1, Line Item 1.1 (Labor Rate for Repair Services) is listed as 400 hours in the current solicitation. We understand that the estimated annual quantity under the previous contract was 52 hours. Could the City please clarify the reason for this significant increase and confirm whether the estimated annual quantity of 400 hours is correct?

Q4 Answer: The Estimate qty is correct at 400 labor hours and we estimate to spend around $50K a year on this contract. This is an estimate and could spend more or less. That 52 labor hours made up only $1.8K from the last contract (5 years ago) and we are averaging around $30K of spend on this contract over the last 5 year and have already spend $43K this year. We are seeing significate increase in spend since this contract was implemented 5 years ago.

Q5 Question: The SOW requires a 12-month labor warranty. Please clarify whether the warranty applies only to repair work or also to preventive maintenance and cleaning services performed under the contract.

Q5 Answer: The warranty is for repair work.

Q6 Question: Please clarify whether written estimates and City approval are required before all repair services or only for repairs exceeding a specified value. If applicable, please confirm the approval process and any exceptions for emergency repairs.

Q6 Answer: Yes, a written is needed for all repairs.

2.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
