About this file
This is a Subcontracting Plan submittal form for the City of Austin, Texas, related to an Invitation for Bid (IFB) for custom tarps, replacement parts, and repair services for municipal vehicles and equipment. The form outlines the contractor's options regarding subcontractor utilization and requirements for disclosure of any subcontractors to be employed on the contract. Contractors may use subcontractors on an optional basis; however, any subcontractor must receive prior written approval from the City, and any changes to approved subcontractors must be submitted for re-approval before implementation. The form provides blank templates for contractors to identify up to three subcontractors, including their vendor identification codes, contact persons, contract amounts, percentages of work, and descriptions of goods or services to be provided.
The City of Austin has determined that no Minority and Women-Owned Business Enterprises (MBE/WBE) subcontracting goals apply to this contract, as the Austin Small and Minority Business Resources office (ASMBR) identified insufficient subcontracting opportunities and inadequate availability of certified MBE/WBE firms. However, contractors are encouraged to utilize certified Small Business subcontractors, including MBE/WBE firms, whenever feasible. The form requires contractors to document any Small Business certifications held by subcontractors, including the certifying entity, certification type, certification number, and expiration date. The submittal is optional, indicating that contractors may choose to perform all work in-house without engaging subcontractors.

In accordance with the City of Austin’s Minority and Women-Owned Business Enterprises (MBE/WBE) Procurement Program (Program, Chapters 2-9A and 2-9B of the City Code and MBE/WBE Procurement Program Rules), this Contract was reviewed by Austin Small and Minority Business Resources (ASMBR) to determine if MBE/WBE Subcontracting Goals could be applied. Due to insufficient subcontracting opportunities and/or insufficient availability of MBE/WBE certified firms, ASMBR has assigned no subcontracting goals for this Contract.
