About this file

This document is a Small Business Preference submittal form for the City of Austin's Invitation for Bid (IFB) 7800 MAS1011, which concerns propane delivery services. The form is optional and designed to encourage small businesses to participate in City solicitations by offering preference incentives to qualified small business prime contractors and those utilizing small business subcontractors. Offerors may voluntarily identify themselves as recognized small businesses to receive available preference benefits; participation in the program is not mandatory to respond to the solicitation.

The City of Austin recognizes small businesses as entities holding certifications that comply with the U.S. Small Business Administration's Small Business Size Standards. Small business prime contractors may receive full preference, while non-small business prime contractors that subcontract with small businesses meeting or exceeding 5 percent of the total contract value may receive partial preference. The offeror certification section requires interested parties to declare their small business status and provide relevant certification details including the certifying entity name, certification number, and expiration date. The City reserves the right to verify certifications by contacting certifying entities and may withhold preference, disqualify offerors, or void awarded contracts if misrepresentation of certification status is discovered. A completed Subcontracting Plan must be submitted with offers that claim partial preference based on small business subcontractors.
