About this file

This is a Solicitation Addendum (No. 1) issued by Austin Financial Services - Central Procurement for the City of Austin regarding Invitation for Bid (IFB) 7800 MAS1011 for propane delivery services to Fleet Mobility Services. The addendum, dated October 6, 2026, incorporates clarifications and corrections to the original solicitation, including a revised Price Sheet (V2 10/6/2026) that must be used for all bid submissions. The solicitation addresses HD-5 propane supply and delivery to multiple City locations, including bulk tank deliveries and cylinder refills for estimated 2,500 annual refills across 20-pound and 33.5-pound cylinders. A non-mandatory pre-offer meeting was held on October 1, 2026, at 10:00 AM CT via Microsoft Teams, with attendance documented on the sign-in sheet. The offer deadline is October 20, 2026, at 2:00 PM CT, and all offers remain valid for 150 calendar days. The contract term and any renewal options are specified in the original solicitation documents.

The addendum clarifies critical pricing and operational terms, including that contractors must bid their differential markup above the index price (as defined in the Scope of Work section 1.10), with the City billed the sum of the index price plus contractor surcharge multiplied by gallons provided. The City owns all cylinders and cages to be used in the contract and will provide tank monitoring equipment; however, contractors must provide scales for operations. Key clarifications address contractor responsibilities for cylinder refilling at designated City sites, confirm the City's cylinder inventory, and revise price sheet calculations to correctly include all applicable line items. Nine questions and answers address operational requirements, pricing methodology, equipment responsibilities, and cylinder inventory details. Offerors must acknowledge receipt of the addendum with an authorized signature and return one copy with their bid response prior to the solicitation closing date, as failure to do so may result in offer rejection.

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Solicitation: IFB 7800 MAS1011 Addendum No: 1 Date: October 6, 2026

This addendum is to incorporate the following changes to the above-referenced solicitation:

1.0 Clarifications: The price sheet published with the solicitation has been deleted and replaced with a revised Price Sheet. Please ensure that all bids are submitted on the Price Sheet labeled V2 10/6/2026.

2.0 Questions

1Q: Are the portable cylinders filled on a specific site, or is the Contractor responsible for filling at their site?

1A: The Contractor shall refill cylinders at designated City sites.

2Q: When bidding the price per gallon amount, is that the cost plus amount or price per gallon total?

2A: The bid that the Contractor should provide in the price sheet is the Contractor's differential. The price the Contractor will invoice the City is the index price (as described in the Scope of Work section 1.10) plus the Contractor's differential.

3Q: Are tank monitors the Contractor’s responsibility?

3A: No, tank monitors are not the Contractor’s responsibility. The City will monitor tanks with City-owned devices.

4Q: Does the City own any 20lb and 33lb cylinders that will be used for this contract?

4A: Yes, the City owns the cylinders that will be used for this contract.

5Q: How many cylinders are needed on each site per size of 20lb and 33lb?

5A: A breakdown of the number and size of cylinders on each site is currently not available. However, we have estimated that 2500 refills will be needed annually over four or five sites.

6Q: Does the City own cages, or will the Contractor need to provide this? If the Contractor, how many will be needed?

6A: The City owns cages, and the Contractor will not need to provide this. However, Offerors may list additional products or services they have available for sale in Categories 3 and 4 of the price sheet, in case the City wishes to purchase additional cages or other products or services in the future.

7Q: Does the City have a scale, or will the Contractor need to provide this?

7A: The Contractor will need to provide the scale.

8Q: Is the calculation in category 1 correct on the price sheet? Should the calculation per gallon be the sum of the sample benchmark index price (E8) PLUS the Contractor's Surcharge (G8) X the estimated annual quantity (F8)?

8A: The price the City will be billed by the Contractor is equal to (Index Price/gallon + Contractor’s surcharge/gallon) x # of gallons provided. Please make sure to download the revised price sheet and ensure that your bid is submitted on Price Sheet labeled V2 10/6/2026.

9Q: The subtotal for Category 1 on the Price Sheet is only adding lines 10 and 11, but not 8 and 9.
