About this file

This document is a Bidders Questions and Answers clarification letter issued by the City of Austin's Capital Delivery Department, Project Management Division, dated May 5, 2026, regarding the FM 812 Landfill Leachate Tank Connection project (IFB# CLMC1077, CIP ID 5698.017). The project involves connecting leachate storage Tank A to Tank B, subsequently connecting Tank B to an existing municipal manhole, and installing new pumping and metering systems, with approximately 4,089 linear feet of 3-inch and 6-inch HDPE and PVC piping, pump replacements, control panels with motorized valves, flow meters, and level switches, and replacement of fiberglass ladders with aluminum alternatives. The original bid submission deadline of October 22, 2025 was extended to March 5, 2026 at 2:00 PM Austin time, with bid opening scheduled for 3:00 PM the same day. The contract term for substantial completion is set at 150 calendar days after Notice to Proceed, with an additional 30 calendar days allowed for final completion. Liquidated damages are assessed at $850 per calendar day for substantial completion delays and $500 per calendar day for final completion delays.

The clarification letter addresses two specific bidder questions regarding control panel operation and pipe restraint quantities. Bidders are directed to Plans sheets C-401 and C-402 for control panel operation details and to the restraint tables on Sheet C-308 for pipe restraint quantities, with the letter confirming that the tables on C-308 supersede any conflicting information on other sheets. All bids must include a bid guaranty of at least 5% of the total bid amount, and performance and payment bonds are required for 100% of the contract amount. While no specific budget range is disclosed in this clarification letter, the comprehensive nature of the infrastructure improvements indicates a significant municipal capital investment. Contractors and subcontractors must be registered with the City of Austin prior to contract award and execution, and if subcontracting occurs, bidders must comply with the City's Minority- and Women-Owned Business Enterprise (MBE/WBE) Procurement Program.

1.(3)(C).

The following are answers to Bidders received on the above project. These answers do not modify the Contract. Any modifications to the Contract will be through Addenda

Q-1: Are there prints and or a narrative for how the control panel should operate?

A-1: See Plans sheets C-401 and C-402.
