About this file

This document is a Clarification Letter issued by the City of Austin's Capital Delivery Department regarding the FM 812 Landfill Leachate Tank Connection project (IFB# CLMC1077, CIP ID 5698.017). The letter, dated April 30, 2026, provides answers to 27 bidder questions received during the solicitation process. The project encompasses connecting leachate storage Tank A to Tank B, connecting Tank B to an existing municipal manhole, and installing approximately 4,089 linear feet of 3-inch and 6-inch HDPE and PVC piping, along with new pumping and metering systems. Key clarifications address specifications for concrete structures, topsoil management, slope stabilization, erosion control, video inspection requirements for newly installed pipe, asphalt milling handling, and contractor responsibilities for loading and transporting owner-provided materials. The document confirms that no trees require protection along the force main alignment, internal drops are permitted as detailed on Sheet C-305, and the contractor is responsible for providing aggregate for buried pipe while the owner will designate a location for excess excavated material.

The clarification letter addresses several administrative and technical inquiries that establish the scope boundaries and contractor responsibilities. Notable responses indicate that the city does not have preferred electrical contractors, will not add separate pay items for seeding, erosion control, slope stabilization, native seeding, stabilized construction entrances, or silt fence (as these are addressed in standard specifications), and will coordinate the job shack location with the selected contractor after award. The document references multiple standard specifications and sheet details (including Sheets C-101 and C-305, and Sections 403, 510, 601S, 607S, 609S, 641S, and 642S) to guide contractor performance. Additionally, a clarification regarding bid submission timing addresses a scheduling conflict where May 2nd fell on a Saturday, with reference made to Addendum 8 for resolution.
