About this file
This is a Solicitation Addendum No. 1, dated September 24, 2026, issued by the City of Austin Financial Services Central Procurement office for Invitation for Bid (IFB) 5000 JRN1041REBID, which concerns automatic door maintenance, repair, replacement, and inspection services for all City departments. The contract encompasses routine preventive maintenance, repair, replacements, and modernization of automatic sliding and swinging doors used for pedestrian traffic across multiple City facilities. The addendum replaces the Price Sheet and Solicitation and Contract Packet (both now Version 2) and addresses nine key clarifications raised by potential bidders. The estimated annual quantities include 2,821 routine and preventive maintenance service interactions, 5,500 regular-hours labor for repairs, and 500 non-regular-hours labor. The addendum clarifies that this is not an all-or-nothing bid; the City may award based on individual line items, groups of specific line items, or criteria deemed most advantageous to the City. Offerors must return one signed copy of the addendum with their response prior to the solicitation closing date, with failure to do so potentially constituting grounds for rejection.
Key pricing and operational clarifications include that all labor rates must be flat fees and all-inclusive, covering technician costs and assistants for the total time required per service. Routine preventive maintenance pricing is requested on a per-door flat-fee basis, with contractors responsible for assessing each door and developing individualized maintenance schedules at the start of services. Inspection services are billable at an hourly labor rate and must include time for creating action plans, reports, safety tests, and all related requirements. The City cannot provide current equipment inventory by type or historical usage data but will have each department meet with the awarded contractor to review facility inventories in detail prior to service commencement. Historical pricing information and previous contract details are available through Austin Finance Online.

SOLICITATION ADDENDUM
AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT
Revised 10/01/2024
Solicitation: IFB 5000 JRN1041REBID Addendum No: 1 Date: September 24, 2026
This addendum is to incorporate the following changes to the above referenced solicitation:
1.0 Clarifications: The Price Sheet and the Solicitation and Contract Packet published with the solicitation has been deleted and replaced with the following, labeled Price Sheet Version 2 and Solicitation and Contract Packet Version 2.
2.0 Questions:
No. Question Response
Please confirm that the quantities identified as “Estimated Annual Quantity” on the Pricing Submittal represent the City’s anticipated usage during each 12-month period. If available, can the City provide the actual quantities utilized during the most recently completed 12-month period for each corresponding pricing line item?
No, the City cannot provide the actual quantities used during the most recently completed 12-month period. However, the City can provide annual estimates based on historical usage, which are referenced on the Price Sheet. Previous Contract information can be found at Austin Finance Online.
For Item 2.1, Routine and Preventive Maintenance, does one “visit” represent one individual door/equipment unit serviced, one service event at a facility regardless of the number of units serviced, or another unit of measure?
For item 2.1 Routine and Preventive Maintenance the City is requesting a flat fee for each door. Please provide all-inclusive pricing for this service event.
Please provide the anticipated PM frequency for the equipment currently covered by the contract (annual, semi-annual, quarterly, etc.), or alternatively, the approximate number of equipment units associated with the 2,821 estimated annual PM quantity.
No, the City cannot provide PM frequency. Please refer to Section 1.6.C.2, Routine and Preventive Maintenance Services, in the Scope of Work. The City is requesting the contractor to assess each door and develop a routine and preventive maintenance schedule for each door. The City anticipates an estimated 2,821 total service interactions annually for each door. Each individual door may require service on a monthly, quarterly, or annual basis.
Attachment A identifies certain locations using combined descriptions such as “ADA/Swinging/Dock Equipment.” If available, can the City provide an approximate current inventory by equipment type, including automatic sliding doors, automatic swinging doors/operators, coiling doors, dock levelers, and other dock equipment?
At this time, the City cannot provide an approximate current inventory by equipment type. Once the contract has been awarded, the Contractor will request this information directly from each department. Each department will meet with the Contractor prior to the start of services to review their inventory in detail. The location list provided in Attachment A identifies the types of doors located at each site.
Please confirm that the 5,500 regular-hours and 500 non-regular-hours quantities are billable technician labor hours. For work requiring multiple technicians, may each technician’s actual hours be invoiced at the applicable hourly rate?
To clarify and confirm, the City is requesting 5,500 regular hours and 500 non-regular hours based on repair flat hourly rates. This rate must be all-inclusive for the total time required to repair each door. It is not a per-technician hourly rate; rather, it is a single flat hourly rate that includes the cost of the technicians and any assistants involved in the repair.
Please clarify whether the 5,500 estimated annual regular labor hours represent historical billable technician hours, anticipated annual billable hours, or quantities established primarily for bid evaluation purposes.
To clarify, the City is requesting 5,500 estimated annual regular-hours, representing the anticipated hours needed to repair each door based on historical and projected usage.
Please clarify what constitutes one “Inspection Service” under Item 1.3. Is the unit price applied per individual door/equipment unit inspected, per inspection/test performed, or per facility visit?
To clarify, the City is requesting an Inspection Service flat hourly-rate for inspection services on each door. This rate must be all-inclusive and cover all inspection service requirements described in Section 1.6.C.1, Inspection, of the Scope of Work.
Each door must meet all Federal, State, and Local inspection guidelines.
The Scope of Work states that Annual Safety Tests are invoiced at the Hourly Labor rate, while the Pricing Submittal includes a separate Inspection Services line item. Please clarify which inspections/tests should be billed under the Inspection Services unit price and which should be billed at the applicable hourly labor rate.
Section 1.6.C.1, Inspection, in the Scope of Work has been corrected to state that annual safety tests shall be invoiced at an hourly labor rate under Section 1.3 of the Price Sheet. Inspection service hours include the time needed to create action plans, reports, safety tests, and all requirements outlined in this section. The hourly labor rate must be all-inclusive and account for all work required to complete these services.
The regular and non-regular labor hours listed on the Price Sheet are for repair services only. Items 1.1 and 1.2 on the Price Sheet have been updated to read “Repair Labor Hours” to reflect this.
Is this an all or nothing bid? We work on automatic doors, and I see you have dock equipment on some of the buildings that are included. Let me know.
No, this is not an all-or-nothing bid. Please refer to Section 1.4, Award of Work, in the Scope of Work.
City awards may be based on individual line items, groups of specific line items, cost, or any criteria deemed most advantageous to the City.
3.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
