The contractor must perform annual testing of backflow prevention devices per California Code of Regulations Title 17 and local water purveyor requirements, including functional and performance testing, completion of official test reports, and submission to relevant water purveyors and local health departments. Fire hydrant services include annual inspections to verify operational readiness and five-year flow tests in accordance with local fire department procedures. The contract is structured on an as-needed basis with no guaranteed usage, and the contractor must complete services within seven calendar days of receiving a service request unless otherwise directed. The contract term is three years with a budget of $135,000.00.
The contractor must possess and maintain a California C-16 Fire Protection Contractor License, California C-36 Plumbing Contractor License, and Orange County Backflow Tester Certification throughout the contract term, with all personnel performing testing or repairs certified as backflow prevention assembly testers. The contract is subject to California prevailing wage requirements under California Labor Code Section 1720, and the contractor must comply with all applicable federal, state, and local regulations. Additionally, contractor personnel assigned to work near OC Streetcar facilities must complete mandatory OC Streetcar Roadway Worker Program training and renew it annually. The contractor is responsible for maintaining comprehensive documentation of all tests, repairs, and certifications for each device and developing an electronically accessible catalog of OCTA's backflow and hydrant systems that must be updated following each maintenance, inspection, or repair activity and formally transferred to OCTA upon contract completion. All work requires coordination with OCTA's Facilities Section Manager, and repairs or replacements must receive prior written authorization before proceeding.
