About this file
This is a Small Business Preference submittal form for the City of Austin, Texas, establishing guidelines for small business participation in municipal solicitations. The document outlines the City's Small Business Procurement Program, which encourages small business engagement through optional preference incentives available to qualifying offerors. Eligible participants include Small Business Primes—businesses holding recognized small business certifications that comply with US Small Business Administration size standards—and Small Business Subs, which are non-small businesses that subcontract with small businesses for a combined value of at least 5% of the total contract amount. Offerors may voluntarily identify themselves as small businesses and submit the preference form with their offers, though participation is not mandatory for bid submission.
The City recognizes specific certifications for determining small business status, with a comprehensive list available on the AustinTexas.gov website. Offerors must provide certification details including the certifying entity name, certification number, and expiration date. The City reserves the right to request additional information to verify certification status and may contact certifying entities directly for confirmation. Misrepresentation of certification status carries significant penalties, including withholding of preference incentives, disqualification from contract award for intentional errors, and potential contract voidance if discovered post-award. The form requires offerors to select whether they qualify as a Small Business Prime or will utilize Small Business Subcontractors, with the latter option requiring submission of an accompanying Subcontracting Plan.
