About this file
This is a Solicitation Addendum No. 3 issued by the City of Austin Financial Services—Central Procurement for IFB 1100 AGM1006, concerning the supply of 19% aqueous ammonia to Sand Hill Energy Center for nitrogen oxide suppression. The addendum extends the offers due date to Tuesday, June 9, 2026, at 2:00 p.m. Central Time, with offers opening at 3:00 p.m. the same day. The questions due date has been extended to Wednesday, June 3, 2026, at 5:00 p.m. The contract term is twenty-four months with options for three additional twelve-month renewal periods at the City's sole discretion. A non-mandatory pre-offer meeting was scheduled for Friday, May 15, 2026, at 10:00 a.m. via Microsoft Teams. The contractor must deliver new, industry-standard aqueous ammonia free of organic materials and particulate matter in bulk tank truck volumes to two storage tanks with capacities of 10,000 gallons and 36,000 gallons, with typical delivery sizes of approximately 5,000 and 6,000 gallons respectively. Deliveries must occur Monday through Friday between 8 a.m. and 2 p.m., within five calendar days of order placement.
Pricing is fixed and unit-based for the first three months following execution, after which price adjustments may be requested quarterly limited to the percentage change in specified industry indices. The City of Austin has determined that no Minority and Women-Owned Business Enterprises subcontracting goals apply due to insufficient subcontracting opportunities and limited availability of certified M/WBE firms in this commodity area. However, local and small business preference discounts of up to 5 percent are available for bids up to $500,000 and 3 percent for bids between $500,000 and $50 million. The contractor must comply with Department of Transportation regulations, maintain proper hazardous materials handling certifications per OSHA requirements, provide chemical analysis from an accredited laboratory with each delivery, and maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability with minimum limits of $2,000,000 per occurrence, Business Automobile Liability with a combined single limit of $1,000,000, Environmental Impairment/Pollution Liability Insurance with minimum limits of $2,000,000 per claim, and Umbrella/Excess Liability Insurance with limits of no less than $3,000,000 per occurrence. All offerors must complete mandatory Wage Theft Ordinance certifications and, if awarded, complete the City of Austin Wage Theft Training within 30 days of contract award. All offers must be submitted online through the City's Austin Finance Online system and are valid for 150 calendar days following the solicitation due date.
