About this file

This is a Pricing Submittal Sheet for an Invitation for Bid (IFB) issued by the City of Austin Electric Utility, operating as Austin Energy, for the procurement of 19% aqueous ammonia and related delivery services. The solicitation, numbered IFB 1100 AGM1006, seeks aqueous ammonia supply with an estimated annual quantity of 130,000 gallons and approximately 30 truckload deliveries per year to Sand Hill Energy Center in Del Valle, Texas for nitrogen oxide suppression operations. The contract term is twenty-four months with three optional twelve-month renewal periods at the City's discretion. Deliveries must occur Monday through Friday between 8 a.m. and 2 p.m., within five calendar days of order placement. A non-mandatory pre-offer meeting was scheduled for Friday, May 15, 2026, at 10 a.m. via Microsoft Teams, with questions due by Wednesday, May 27, 2026, at 5 p.m. All offers were due on Tuesday, June 2, 2026, at 2 p.m. Central Time, with bids opening at 3 p.m. the same day.

Pricing for this solicitation must include all discounts, handling, and shipping charges with FOB Destination terms. Offerors must complete the mandatory pricing submittal sheet without alterations or exceptions, and failure to respond to each section may result in bid disqualification. Category 3 allows for non-specified items at a percentage markup over the contractor's configured manufacturing price to be determined by the offeror. The City of Austin has waived Minority and Women-Owned Business Enterprises (M/WBE) subcontracting goals due to insufficient subcontracting opportunities; however, local and small business preference discounts of up to 5 percent are available for qualifying entities located within the Austin-Round Rock-San Marcos Metropolitan Statistical Area or holding Small Business Administration certifications. All offerors must complete mandatory Wage Theft Ordinance certifications and maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability with a $2,000,000 minimum per occurrence, Environmental Impairment/Pollution Liability Insurance with $2,000,000 minimum limits, and Umbrella/Excess Liability Insurance with $3,000,000 minimum per occurrence. The City reserves the right to award to the lowest responsive bid from a responsible offeror, with all offers valid for 150 calendar days following the solicitation due date. The procurement specialist is Ahide Garcia.
