Questions Round 4
1. Question: Biannual testing of emergency lighting seems to be incongruent with the NFPA requirement for performing function testing monthly. Please confirm that the required testing is annual, and not monthly.
Answer: Please see revised Appendix 3 PM Task’s paragraph M included in amendment 4 of this solicitation. This requirement will be performed on an annual basis. NFPA monthly requirement does not apply to this task.
2. Question: There does not appear to be a complete description of the fire/life safety systems for each store. At the site visit, DeCA indicated that it intends to ultimately transfer responsibility for fire/life safety systems back to the installation. Is this reflected in the equipment lists provided in attachment 2?
Answer: Attachment 2 is the SCA Wage Determinations. Appendix 2 refers to the equipment list. The government has not made a final determination on transferring the fire/life safety system back to the installation. Offerors shall propose using the current equipment list in Appendix 2. The equipment list in the RFP is a best estimate of equipment on site. All equipment in each store will be included in the contract. Selected contractor(s) are responsible for a detailed inventory of after award of the contract of all equipment located in each store and adjustments will be addressed.
3. Question: Please provide a list of stores where the contractor has responsibility for fire/life safety systems. For those stores, please provide a list of equipment that will enable us to provide a FFM for preventive maintenance and inspections. This list should include a list of fire/life safety equipment, including the number of detectors and pull stations. Also, please clarify if fire suppression systems are within the scope of this contract. For example, fire sprinklers are only identified in two stores.
Answer: The equipment list in the RFP is a best list of known equipment on site. Some stores will not have both lists and therefore PM will not be required to be priced if the equipment and/or list is not in the RFP. All equipment in each store will be included in the contract and the responsibility of the selected contractor(s). Selected contractor(s) are responsible to conduct detailed inventory after award per the PWS to confirm equipment located in each store.
Appropriate price adjustments will be addressed as needed. All offerors have the same information contained in this PWS as to known onsite equipment for pricing purposes. Fire suppression systems are in the scope of the contract and there are annual inspections required as preventive maintenance-- see Appendix 3 PM Tasks. Any tasks not listed in Appendix 3 PM Tasks or Appendix 9 Safety and Environmental will be handled through the Technical instruction (TI) process described in the RFP documents. All stores have fire suppression systems.
4. Question: The response to questions in Amendment 2 clarified that each proposal for each zone is a stand-alone document, and additional page count is provided for the additional zones.
However, much of the information required in the proposal, including technical approach, management systems and processes, and references will be common for all zones. Please confirm that we can submit one master proposal for all zones, and then submit only the information unique to each zone (i.e. resumes and subcontractors) in the zone specific proposals. This will prevent us from duplicating a tremendous amount of information.
Answer: Please refer to paragraph 7.10 in the revised Request for Proposal with PWS.
5. Question: Will the Government please extend the due date two weeks from the current due date? We need additional time to coordinate with proposed subcontractors, and conduct internal pricing consolidation and reviews once all clarifications to the proposal are provided.
Answer: As of this Amendment 4 the proposal due date has not been extended.
6. Question: Section 2.3.14 Quality Control Plan (QCP): The RFP on Page 19 states that the QCP shall be submitted during the transition period, while the RFP on Page 80 requires Offeror to submit the QCP with the proposal. Please advise as to the difference between these two plans and whether the QCP, if required for the proposal, counts towards the page limit.
Answer: The RFP on page 80 is requesting the offeror’s draft plan to provide satisfactory oversight over all requirements. This document will count towards the page limits and should be a draft QCP for the IDIQ or specific Maintenance Group/Task order. The final QCP will not be required until the transition period after award(s).
7. Section 7.10 Proposal Preparation Instructions, Part II Subcontracting Plan (Page 77) and Attachment 7: Section 7.10 of the RFP states that the overall small business goal is for 25 percent of “total contract value” to go to small businesses. However, Attachment 7 requests the small business goals be shown as “percentage goals (expressed in terms of a percentage of total planned subcontracting dollars).” Please provide clarifications on GSA’s small business subcontracting goals. Please confirm the basis for calculating the 25 percent goal. Please provide the goals, if any, for the various types of small businesses:
Answer: Please refer to paragraph 7.10 Part II Sub-Contracting Plan in the Request for Proposal with
PWS.
8. Question: Please confirm that the above small business goals shall be calculated as a percentage of total subcontracted dollars as proscribed in Attachment 7, GSA’s sample plan.
Answer: Please refer to paragraph 7.10 Part II Sub-Contracting Plan in the Request for Proposal with PWS.
9. Question: Section 7.10 Proposal Preparation Instructions (Page 78) and Section 7.12 Evaluation Factors (Page 79): The RFP states that Offerors should “tailor” responses related to technical approach, personnel, past performance, etc. to the specific Maintenance Group
(MG). Please confirm that the 50 page limit is for Offerors seeking a single MG, and that the page limit might be expanded for Offerors seeking more than one MG.
Answer: Please refer to paragraph 7.10 Evaluation Factors in the Request for Proposal with
PWS.
10. Question: Section 7.12 Evaluation Factors (Page 80): The introductory paragraph references “Similar” experience as retail facilities “…particularly military commissary or commercial supermarket environments.” Please confirm that GSA is not limiting competition and that incumbent Offerors with direct experience with military commissary environments will not be more highly rated than Offerors with only commercial supermarket experience.
Answer: The definition is not intended to give a competitive advantage to anyone.
11. Question: Section 7.12 Evaluation Factors, Sub factor 1 (Page 80): Per question 1 above, please confirm the level of detail required for the QCP, if required to be included with the proposal.
12. Question: Section 7.12 Evaluation Factors, Sub factor 2 (Page 80): Please confirm the requirement for the Subcontracting Plan to be provided in a separate volume, as it appears that the subcontracting plan will be evaluated as part of Sub factor 2, Technical Approach.
Answer: Please refer to paragraph 7.10 Part II Sub-Contracting Plan in the Request for Proposal with PWS.
13. Question: Section 7.12 Evaluation Factors, Subfactor 2 (Page 81): Please confirm that Key Personnel resumes will not count against the page limits, particularly where Offerors are seeking more than one MG.
Answer: Please refer to paragraph 7.10 Key Personnel in the Request for Proposal with PWS.
14. Question: Appendix 2 Equipment list – There continues to be significant gaps in the store by store equipment list details within Appendix 2. Most stores only have either Mechanical (Refrigeration and HVAC) (141 of 182 stores) or CEIP (34 of 182 stores) lists, but not both. Only 6 of 182 stores have both lists. Where either the Mechanical or CEIP list is provided, for 83 stores the information provided is significantly incomplete missing with missing details.
Complete information is required to provide pricing for the expected PM pricing for each store, which is requested. Will GSA be providing the complete list by store, or are bidders to bid only on the inventory that is provided in the existing Appendix 2 Equipment list? For your convenience, attached is a spreadsheet profiling the information GAPS at each store.
