TO: All Prospective Offerors

SUBJECT: Request for Proposal (RFP), Solicitation No. 80LARC22R0016, for INFLATABLE AERODYNAMIC DECELERATORS (IAD) Procurement

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Langley Research Center’s (LaRC)’s INFLATABLE AERODYNAMIC DECELERATORS (IAD) solicitation. The principal purpose of this requirement is to provide the development of IAD technology for space vehicle aerocapture and entry, descent, and landing for atmospheric entry applications in hypersonic, supersonic, transonic, and subsonic regimes.

NASA will conduct this acquisition as three separate tracks. Track A will be full and open, and Tracks B and C will be small business set-asides (See Section L.20). The North American Industry Classification System (NAICS) code is 541715 and nanotechnology) and the small business size standard is 1,000.

This competitive acquisition will result in awarding Multiple award Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contracts with an estimated 10-year period of performance which will include Cost-Plus-Fixed-Fee (CPFF) or Firm Fixed Price (FFP) task orders. The contracts will have an effective ordering period of five years from the contract effective date with a total potential period of performance of ten years, including a five-year Base Period, a three-year Option Period 1, and a two-year Option Period 2.

The anticipated contract award date is no later than October 1, 2022, with a November 1, 2022 contract effective date (See Section L.11). The contract will be performed as determined by individual task orders and offsite at the Contractor’s facilities.

RFP Section L contains important information related to proposal preparation that should be strictly followed. The following are items are highlighted for your attention:

1. All documents related to this solicitation will be available via www.sam.gov. Potential

Offerors are requested to periodically monitor the websites for updates.

2. NASA Langley will hold a virtual pre-proposal conference for the IAD procurement on Thursday, February 10, 2022 from 2:30 to 4:30 PM (Eastern time). To register for the IAD Pre-Proposal Conference, please follow the instructions in Section L.10 of the Solicitation.

3. Given the nature of the services required by the IAD Statement of Work (SOW) Exhibit

A, the government does not anticipate any organizational and personal conflicts of interest. However, it advises interested offerors to review the NASA FAR Supplement Clause 1852.209-71, Limitation of Future Contracting to avoid potential or actual conflicts of interest and notify Ceseley Dunbar at LaRC-OP-IAD@mail.nasa.gov, if you anticipate a potential Organizational Conflict of Interest (OCI). Contracting clause contains prohibitions on the successful offeror performing or competing for work associated with the performance of task orders awarded under this contract.

4. NASA LaRC appreciates the comments received in response to the release of the draft Sections L and M. These comments resulted in improvements to the quality and content of the final RFP. Offerors should review the Final RFP posted today, January 31, 2022 in its entirety, as its content has changed from the draft Sections L and M version and the final RFP takes precedence over prior communications.

5. Proposal volumes to be submitted in accordance with the file formats listed in Table L-1.

6. Proposals for this solicitation are required to be submitted through NASA’s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform (See RFP Section L. 16). Potential offerors, especially those that have not previously submitted a proposal utilizing NASA’s EFSS Box, are encouraged to review the solicitation instruction entitled “Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA’s EFSS Box” which provides instructions related to the submission of proposal via EFSS Box. Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA’s EFSS Box.

7. Offerors are required to have a Commercial and Government Entity (CAGE) code that matches the corporate address submitted with its proposal. It is imperative that SAM.gov registration is complete (See Section K) as each offeror will be reviewed for representations and certifications and small business status for tracks B and C.

8. The Government will make available existing Government Furnished Property (GFP), if any, for offsite use at the Contractor’s facility as described in individual task orders (See Section G.4).

Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.215-1, INSTRUCTIONS TO OFFERORS–COMPETITIVE ACQUISITION, in particular paragraph (f)(4) which discusses the Government’s right to award a contract without discussions.

NASA FAR Supplement (NFS) clause 1852.215-84, OMBUDSMAN, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.

This RFP does not commit NASA LaRC to pay any proposal preparation costs, nor does it obligate NASA LaRC to procure or contract for these services. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.

Proposals submitted in response to this solicitation shall be due not later than - See Section L.12 for date/time.

In accordance with NFS 1815.201(f), a “Blackout Notice” (See Attachment L-2) has been issued to NASA personnel. All inquiries/communications pertaining to this acquisition shall be directed only to the Contracting Officer listed below.
