Amendment 2 Final RFP Questions (Solicitation 80LARC22R0016)

Q1. The model contract has a table that you want us to complete by CLIN (See below).

Apparently, you want us to provide numbers for CPPF Task Orders and numbers for FFP task orders. How are we supposed to do that? The Cost forms that you provided to develop a Ceiling price and use an average of the fee for CPFF task orders and FFP task orders based upon the numbers we plug in on your Cost Form 2a worksheet for fee/profit. They also use the hours that you provided, and you only provided hours for the Base 5-year period, not for the options; Form 1, only shows the base 5-year period (See below) and there are no hours or ODC dollars identified for the Option years. Are you suggesting that we need to complete two sets of cost forms for each Track? Your forms use an average of the Fee/Profit proposed to develop the Ceiling price. To get the numbers for the CLIN structure you are asking for we would have to do 2 sets of cost forms, one assuming all CPFF task orders and one assuming all FFP task orders. What is the ceiling price of the contract based on? Is it your Cost form A as shown below with our rates for the base 5-year period only using the total hours and ODC that you provided and an average fee? Is it the sum of this form completed for CPFF task orders only, plus the sum of this form completed for FFP task orders only? Is it the sum of either of these plus the options?

Response: Section B.4 of the RFP will be amended to reflect TBDs for this table. The table will be populated by the CS/CO before award. The maximum ceilings (per track) have been added for edification.

Q2. Attachment L-1 Form 1: The ODC Plug Number corresponds with the one field for ODC indirect burden percentage. However, the offeror’s burdens for materials vs travel, for example, are different.

Could you provide a breakdown of the anticipated ODCs (i.e., 40% of plug is travel, 60% is materials) so the offeror could split the “plug number” proportionately and burden properly.

Response: Cost forms will be amended accordingly. New columns have been added to accommodate travel and materials separately.

Q3. Attachment L-1 Form 2: This form requests COMPOSITE burden rates, but also notes that it “shall be submitted by each significant subcontractor”. Should the subcontractors still be required to submit this form if they are not providing any composite rates?

As of March 1, 2022

Response: If subcontractors are not providing rates (e.g., subcontractor for material) the answer is no.

If the subcontractor is submitting labor rates, the answer is yes.

Q4. Attachment L-1 Form 4a: Should the subcontractor rates that go into Column J of this form be the subcontractor rates with or without Offeror burdens?

Response: The rates in Column J on Form 4 are without offeror burdens. These rates flow to Form 3 column C through L, as appropriate. Offeror burdens are applied on form 3 in columns N through W.

Q5. RFP Section L.16(d): It is our understanding that the subcontractors shall only be required to submit their unsanitized excel workbook and supporting cost Narrative to the government, which would constitute Volume III of the submission. This question is to confirm that there is no need for Subcontractors to submit Volume I, II or IV separately (their contributions to those sections will be included in the Prime’s submission of Volumes I, II, and IV).

Response: This is correct. Volume III only shall be submitted by subcontractors.

Q6. Past Performance: Per the solicitation, Significant Subcontractors are required to perform “25% or more of any one of the technical performance areas listed in L.17(b)”. How do we demonstrate that those thresholds have been met?

Response: The cost forms would indicate this. When allocating the composite weight to subcontractors, ensure that significant subcontractors receive adequate weight so that the hours of performance in the Proposed Effort reflect 25% or more of the work when calculated by taking the composite percentages times the hours (% x hours). We also bring to your attention the requirement to complete the table in L.18(d)(15) regarding significant contractors.
