Amendment 4 Final RFP Questions (Solicitation 80LARC22R0016)
Q1. Questions regarding the cost form:
1. Form 4 – The equation to calculate Total Burdened Labor Rate (column J) does not appear to function correctly. An example:
2. Form 4 – There are Labor Categories listed in Years after Year 1 that are not listed on Form
5. For example, Technical Illustrators and Systems Analysts. Since Form 5 feeds Form 4, please advise. Listing different categories year to year makes it difficult to copy paste as advised in the instructions, requiring rates to be mapped individually.
3. Form 4 – If no subs are listed, should the composite weight (column K) always be 100%?
4. Form 4 – If no subs are listed, should rows 9 and 10 be deleted?
Response:
1. The composite weight percent is correct in the form (column J) as intended. It is the sum of the effort applied by the offeror and each subcontractor providing effort for a particular labor category. Example provided for Engineer I: Offeror 50%, subK1 25%, subk2 25% = 100% effort. This is used to calculate the weighted labor rates on form 2.
2. Yes, all labor categories in years 2-10 should be the same as year 1. Revised cost forms are included in this Amendment 4 to make years 2-10 consistent with year 1.
3. Yes, if no subs, then offeror is providing 100% of the effort for the particular labor category.
4. Engineer I was provided as an example. An offeror will need to add/delete rows for subcontractors as appropriate for each and every labor category and provide formulas linking the spreadsheet forms.
