Project Approach
We have prepared the following project approach to illustrate the overall methodology to be utilized on all Projects:
Planning Phase:
Hyatt Survey personnel will work closely with the City to determine the most efficient and cost-effective processes to complete each task order. Once a Task Order is received, the Hyatt Survey Project Manager will review the requested “Scope of Services,” visit the site of the proposed work and determine which primary tasks need to be accomplished to meet the goals of the City. The project manager will then contact the City representative to discuss their findings and proposed approach. Upon agreement on a project approach and “scope of services,” the Hyatt Survey project manager will calculate a fee schedule based on the negotiated “scope of services.” This fee schedule will subsequently be sent to the City representative for approval.
Production Phase:
Upon negotiating a fee and time schedule with the City and receiving a written notice to proceed, Hyatt Survey will complete each project by taking the following steps:
1. Office: Set up the project in the Hyatt Survey project data base with project information such as project manager, client name and contact information, location, scope of services, fees, schedule, and sub-consultant information if needed.
2. Office: The assigned project manager will obtain the horizontal and vertical control information as well as any other pertinent boundary information for the project via an online search of the NGS database, “LABINS” database, original government field notes and/or locally maintained City records.
3. Office: The project manager will determine which equipment and methodologies are best suited for the task at hand. Based on this determination, the project will then be assigned to the appropriate field crew for field data collection.
4. Field: The assigned field crew will be briefed on the assigned tasks, methodologies and schedule for completion.
Upon reaching the site, the project manager and the assigned survey crew will review the “scope of work” in relation to the existing field conditions and recover the horizontal and vertical control points as previously researched. Once the control points are found and verified, the survey crew will perform the assigned tasks.
5. Field: Throughout the field data collection process, the project manager will make field visits to verify the integrity of the information collected and to maintain the best quality field data. If a sub-consultant is utilized, the control information will be shared with them and a plan for completion of work formulated. All sub-consultants will report directly to the project manager.
6. Field: Field crews will download data and scan field notes on a daily basis. Once the data collection is completed and all field QA/QC checks have been made, the field crew will return to the office and download all data files and scan all field notes as one complete digital file.
7. Office: After downloading the survey data, all QA/QC checks will be performed and the data will be processed to conform to the specifications of the project and Standards of Practice.
8. Office: Field book files will be created from the raw data files and will be imported into the appropriate CAD software for the creation of the final project drawings and reports.
9. Office: CAD files will be created from the field information collected and the documentation amassed for each survey. The CAD files will be prepared in accordance with the project specifications as outlined by the City.
10. Progress Management for this phase will be reviewed on a weekly basis during both field data collection and CAD production. Hyatt’s efficiency in collecting accurate field data and preparing clear concise surveys will be a key to maintaining project deadlines.
Final Deliverables Phase:
1. Office: Upon completion of the CAD files, these files will be plotted and reviewed by the Project Manager
(PSM). The Project Manager will then prepare a Surveyor’s Report based on the field survey and the project documentation. After making a final QA/QC check of the CAD files, all corrections/revisions will be made and the CAD files finalized and plotted to be sent to the City for review along with the Survey Report.
2. Office: Upon receipt of the City project manager’s comments, all appropriate revisions will be made and final surveys printed for signature and seal.
3. Office: All digital field book pages will be combined with the digital CAD files and a written survey report on a CD for delivery to the client. In addition, hard copies of all survey products will be signed and sealed as necessary.
4. Office: All the project data will then be delivered to the client.
5. Progress Management for this phase will be reviewed daily once the “draft” project deliverables have been sent to the client for review. Hyatt Survey will maintain open communication with the City and any sub-consultants to address any review comments and quickly prepare final deliverables to ensure the overall project stays on track.
Quality Management Plan:
Hyatt Survey maintains a high standard of Quality Assurance and Quality Control in all aspects of its business. Effective QA/QC allows for the efficient production of high quality, cost effective products for each client. Our goal in this process is to provide a quality product to the client in a timely cost-effective manner. Hyatt Survey will utilize the following Quality Control Plan for all City projects:
Field Effort - Quality Control:
Quality field work starts with quality field personnel. At Hyatt Survey Services, Inc. we strive to hire, train and maintain quality field personnel in an effort to minimize errors in the field due to a lack of survey knowledge.
Before each project, all field personnel are briefed on the “scope of work” at hand as well as the field procedures to be implemented to complete each task. For each project, a Project File is created for the field crew which includes all the required information to complete the project efficiently. Each file contains the written “scope of work”, H/V Control data sheets, parcel sketches/ diagrams as well as emergency contact information such as local medical facilities.
The project manager for each project will accompany the field crew to the site upon the initial mobilization. This aids in the crew becoming better familiarized with the site and the local surroundings. The project manager will make periodic visits to the project area to ensure the quality and efficiency of the field work performed.
All field data is collected electronically and downloaded to either a laptop computer or office computer on a daily basis. In addition, all field notes are scanned electronically to a laptop or office computer on a daily basis. This minimizes the chances for lost data files and/or field notes during the duration of the survey.
Office Effort – Quality Control:
Once again, quality work begins with quality personnel. Our office staff is comprised of experienced and knowledgeable Professional Surveyors and Mappers with Bachelor’s Degrees in Surveying and Mapping as well as several Project Surveyors with varying levels of Certified Survey Technician (CST) Certificates. Our office personnel attend training courses on a regular basis in an effort to maintain a proficient knowledge in field data processing and CAD Software programs.
Each project surveyor is briefed on the technical requirements and specifications of each survey before any office work begins. All research is performed by a Professional Surveyor and Mapper. All field data is reviewed for accuracy and continuity between field notes and data files prior to being brought into any CAD platform. All bench runs and traverses are checked manually before being processed electronically. The project manager will review all field data with the project surveyor to insure a seamless transition from field to office.
The Project Manager will oversee the production of the final product throughout the CAD process and will review the final product for accuracy upon completion. A Surveyor’s Report will be created for all surveys to ensure the reliability of the survey data being presented to the City’s project manager.
Once the City project manager has made their comments, all comments will be addressed accordingly and the revised final product returned to the client in a timely manner.
Project Cost and Schedule Controls:
Staying within Project Budget:
a. The key to meeting budgetary requirements comes from a well-defined “Scope of Services” and a thorough knowledge of each project site. Good communication between Hyatt Survey Services, Inc., the and the client’s project manager during the negotiation process will result in a more sound scope of services and budget. A clear understanding of the task at hand and the future use of the survey data will result in a successful project as well.
Hyatt Survey Services, Inc. strives to supply the maximum survey effort for a given budget.
b. Throughout the progress of each assigned task, field and office hours will be input to the company accounting system on a daily basis. The project manager will review the actual budget v/s the proposed budget daily and make the appropriate changes in personnel and/or processes to ensure the project budgetary goals are met. Upon completion of the project, the project manager will review the final budgetary status of the project with all parties involved to determine what processes worked or didn’t work efficiently.
c. Corrective Action Procedures:
If the occasion should arise that the project budget appears to be in jeopardy due to unforeseen circumstances that are no fault of Hyatt Survey or the client, the client will be notified in writing with a description of the unforeseen circumstances and a proposed solution. Hyatt Survey Services, Inc. will make every effort to reach a resolution to the issue in a quick and efficient manner.
Staying within Project Schedules:
a. Accurate project scheduling begins with good communication between Hyatt Survey Services, Inc., the sub-consultants, and the client’s project manager during the negotiation process. In addition, a thorough knowledge of the project scope by both parties will help to insure a proper time budget. Once the notice to proceed has been given, Hyatt Survey Services, Inc. monitors field crew progress on a daily basis to ensure that we will meet the project deadlines. If the occasion should arise that the project schedule will need to be modified due to unforeseen circumstances, the client will be notified at the first instant that we know there may be a delay. Hyatt Survey will not wait until the last minute to notify the client of any delays.
b. Throughout the progress of each assigned task, field and office hours will be monitored and tracked against the proposed project schedule on a daily basis by the Project Manager. Field and Office personnel will be kept apprised of their progress on a daily basis and will be expected, if needed, to alter their work schedules accordingly. Upon completion of the project, the project manager will review the final summation of the time required to complete the project with all parties involved to determine what processes worked and/or didn’t work efficiently.
c. Corrective Action Procedures:
If the occasion should arise that the project schedule appears to be in jeopardy due to unforeseen circumstances, that are no fault of Hyatt Survey or the City, the City project manager will be notified in writing, prior to the delay, with a description of the unforeseen circumstances and a proposed solution. Hyatt Survey Services, Inc. will make every effort to reach a resolution to the issue in a quick and efficient manner.
