About this file

Summary

This document is a Request for Qualifications (RFQ) response submitted by Atkins North America, Inc., to the City of Plant City, Florida, for a continuing professional services contract in general engineering. The City seeks qualified firms to provide on-call engineering support for infrastructure and capital improvement projects with estimated construction costs not exceeding $7.5 million or study costs not exceeding $0.5 million. Atkins proposes to deliver comprehensive services across multiple disciplines including stormwater management, roadway design, site engineering, utility infrastructure design, hydraulic modeling, permitting, surveying, geotechnical investigations, and construction engineering and inspection. The response was submitted on December 10, 2020, with the contract effective date anticipated shortly thereafter. The resulting contract will be effective upon issuance and extend for three years, with renewal options for two additional two-year periods at the City Manager's discretion.

Atkins proposes fee-based services with pricing terms to remain firm during the initial contract term, with renewal period adjustments limited to a maximum 4% increase supported by Consumer Price Index documentation. The firm emphasizes its existing relationship with Plant City dating back to April 2005 and highlights its extensive experience across the region through continuing contracts with multiple Florida municipalities and agencies. Atkins is not certified as a disadvantaged enterprise but has teamed with subconsultants Arehna Engineering (a woman-owned business enterprise) and OMNI Communications, LLC (certified DBE, MBE, WBE) to enhance service delivery. The firm's Tampa office, located 45 minutes from Plant City, will serve as the primary coordination point, supported by additional resources from offices in Bartow and Orlando. No specific budget amounts or minimum work volume guarantees are identified, and the City reserves the right to select multiple firms to ensure adequate capacity and specialized expertise.

RFQ 21-020EN-FC | December 10, 2020

December 10, 2020

W.A. Buddy Storey, Jr.

Procurement Manager

City of Plant City

302 West Reynolds Street, 3rd Floor

Plant City, FL 33563

Subject: Library of Engineering Services for Continuing Contracts, RFQ 21-020EN-FC

Dear Mr. Storey and Evaluation Committee Members:

At just under 30 square miles and approximately 40,000 residents, the City of Plant City (the City) is a hidden gem located in the enviable geography between the cities of Tampa and Orlando, and easily accessible to either community via a major interstate. The City’s neighborhood-community feel remains despite the population nearly doubling over the last 30 years. With a growing community under pressure to develop and improve community services, the City has indicated that it intends to award continuing contracts for professional services within the scope of the practice of engineering. Atkins is that team!

Atkins is currently providing engineering services to the City and continues to help the community embrace its future, while preserving its past. Our team has been formulated to meet the residents’ desire to adapt and plan for expected growth, while protecting the enduring assets and hometown charm of Plant

City. Through our multidisciplinary consulting capabilities, Atkins commits to provide the City unsurpassed technical knowledge in traffic, pedestrian, and cyclist safety; roadway design; transportation planning; stormwater management; utilities design; and public involvement, combined with a proven management approach for project delivery on time and within budget.

Atkins brings a local team with exceptionally relevant qualifications that include in-depth knowledge of the region, established relationships with County staff, and expertise from our extensive work on community infrastructure projects throughout west-central Florida. Our proposed contract manager, Mark Erwin, PE, has dedicated his entire 19-year career to providing creative solutions for stormwater challenges and he will continue his current role with the City as a trusted advisor on stormwater and floodplain management issues. Mr. Erwin, along with a majority of our proposed team, has worked on numerous projects for the City and surrounding communities, including the City of Plant City Watershed

Management Plan (N995), North Park Isles FEMA No-rise and CLOMR Peer Review, Hillsborough County

Preliminary Engineering Reviews, Lower Spring Branch Basis of Design Report for the City of Clearwater, to name a few.

As an Atkins vice president located in our Tampa office, I give you my personal commitment that the personnel identified in this submittal will be available for and assigned to this contract for its duration.

Further, as manager of Atkins’ Florida public and private sector, I will allocate additional professional resources of the firm, as needed, to ensure appropriate staffing for all tasks assigned under this contract.

In addition to our in-house expertise, our team includes two subconsultants: Arehna Engineering, a woman-owned business enterprise (WBE) firm that will provide geotechnical services, and OMNI

Communications, LLC (Certified DBE, MBE, WBE), who will provide subsurface utility engineering. Our locally based team of experienced professionals is well suited to meet your needs.

W.A. Buddy Storey, Jr.

December 10, 2020

Benefits of the Atkins team are exemplified by the following three differentiators:

› Commitment to responsive service. Atkins has supported communities in the Tampa

Bay Area on a wide range of projects involving all areas of community infrastructure, many of these clients dating back over 40 years. Recent projects have encompassed all anticipated scope areas, from watershed modeling and evaluation of best management practices (BMP) and roadway designs, public outreach, and permitting support. Our local staff’s ability to quickly respond and successfully complete these various projects have made Atkins a trusted team for the City.

› Innovative solutions for difficult challenges. Our engineers have become recognized industry leaders in Florida for our innovative thinking and creative approaches to resolving complicated stormwater issues. As an example, FDOT recently asked Atkins to write state legislation that outlines and mandates innovative engineering methods to be used on all state roadway projects during the development of stormwater designs.

› Expertise in community infrastructure. The Atkins team brings unmatched expertise in all scope areas of this contract. This expertise encompasses more than 200 years of combined engineering experience on over 100 stormwater projects in the Tampa Bay area. Atkins also has a proven track record with FDOT District Seven, providing support to all major divisions of the District since 1990—that is over 25 years of dedicated service to improving the transportation network in the Tampa Bay area. Combined with our extensive knowledge of the City and surrounding counties’ unique stormwater and transportation concerns, our delivery of optimal engineering solutions and cost-effective constructable designs will benefit both City staff and residents.

The Atkins’ diverse and stable project team includes professionals who have worked for our firm, on average, for more than 10 years. In addition to significant stormwater and CIP project experience, our technical specialists and experts bring a commitment to develop and implement sustainable designs that minimize the use of natural resources, while enhancing quality of life and maximizing your return on investment.

I affirm that Atkins neither has an interest, nor will acquire an interest—either direct or indirect—that would conflict with our performance of the requested services. Further, I attest to our team’s agreement with all county conflict of interest requirements related to future staff employment, collusion, gifts, and gratuities. Finally, should any member of our proposed team—or any Atkins employee—become aware of a potential conflict of interest concern associated with this project, I will ensure written notification of all relevant details is provided to county staff for review and guidance regarding further action to be taken, as appropriate. We appreciate this opportunity to present our qualifications and look forward to continuing our strong working relationship with the City. Should you have any questions or require additional information, please feel free to contact our proposed contract manager, Mark Erwin, at 813.281.7369, or myself at 813.281.8367.

Sincerely, Charlotte Maddox, PE, D.WRE, CFM, PMP

We understand the need to balance the concerns of both communities and private development before responding with creative solutions that meet the unique challenges of each assignment.

Most importantly, we know how to listen—a key factor in our proven ability to turn visions into designs that build community, complement the natural environment, and enhance the quality of daily life. From concept, programming, scheduling, and budgeting through construction administration, Atkins provides the guidance, expertise, and technical direction necessary to optimize project investment.

Roadway Design (Small Projects)

Since 1960, Atkins has supported every aspect of the development, expansion, and rehabilitation of thousands of transportation projects for state transportation departments, regional agencies, expressway authorities, private developers, and municipalities. Atkins offers the depth of personnel and resources necessary to successfully support diverse transportation assignments ranging from small intersection improvements to interstate and tollway designs. Many communities are now requiring transportation agencies to plan and design roadway corridors for small projects with the goal of accommodating all users safely and in a manner that is sensitive to the surrounding context. Within the last few years, local agencies have begun revising roadway policies and standards to address features such as lane widths, design speeds, turning radii, placement and design of crosswalks, incorporation of countdown timers, pedestrian intervals, bike lanes and separated bicycle facilities, and on-street parking.

Making core areas and streets more livable and pedestrian and bicycle-friendly is a priority for many communities. Atkins planners and engineers offer a unique blend of skills to produce an effective and high quality Complete Streets solution, from concept to implementation. Our staff have specialized expertise in land-use planning, traffic calming, context-sensitive design, transit corridors and access, multi-modal design, urban design, and many other aspects of creating livable communities.

Our approach to the study and design of small projects and complete streets is based around the concept of

“sustainable context-sensitive design solutions for multi-use public streets.” We use multiple resources in developing standards and concepts for the corridors we study, including guidance from the Institute of

Transportation Engineers, the Congress of New Urbanism, Smart Growth America, the National Association of City Transportation Officials (NACTO) and FDOT. What each of these guidance documents, policies, and research studies indicate when taken together is the monumental shift in policy and design direction recently occurring in the transportation planning and engineering design profession. For many years, our approach to planning and design of roadway corridors has been that we consider and recommend multi-modal facilities, as a means of developing and revitalizing sustainable, livable neighborhoods and communities.

Plant City Watershed

Management Plan

Location: Plant City, Florida

Project Description: Atkins is developing the

Plant City Watershed Management Plan in cooperation with the SWFWMD for the City. The

WMP development used the existing Alafia River, Pemberton/Baker Creek and Hillsborough River watershed models and created a comprehensive

WMP that focuses on the stormwater needs of the

City. These previous plans were focused on the

County needs. The comprehensive SWMM5 model encompasses approximately 60 sq. miles and includes over 6,000 model links. The resulting model will be used as a tool to evaluate stormwater for a variety of issues including addressing the following;

• TMDLs and other water quality analysis

• Flooding and developing flooding solutions

• Floodplain development

• Stormwater inventorying

• Stormwater maintenance

• Evaluating new development

Atkins is mapping the floodplain such that the resulting data can be used for enhanced flood risk assessment and for updating of City FIRMs in the future. After identifying a minimum of two alternatives for each problem area, Atkins will determine a preferred alternative based upon calculated reductions in flood stages, costs, benefits, and other applicable considerations. The team will then apply the SWFWMD benefit-versus-cost ratio to prioritize the projects to be implemented in future Capital Improvement

Planning efforts. Additional efforts involve validating the model-generated floodplain map through a comparison with available high-water mark data. To facilitate future model updates, Atkins has stored all data collected and developed as part of this project in a geodatabase/GIS format, per City and SWFWMD G&S.

Project Name:

Lower Spring Branch Flood Control

Basis of Design Report, Cooperative

Funding Support, and Design

Location: Clearwater, Florida

Project Description: Atkins developed a basis of design report (BODR) and provided cooperative funding support for the Lower Spring Branch Flood Control project, a recommended project (Project 1B) in the

City's WMP completed in 2001. Located within the Stevenson Creek Watershed, the project first involved review of the following documents:

• Lower Spring Branch Flood Control Feasibility Study (2015)

• Hydrologic & Hydraulic Modeling Services, Sunset Point Road Bridge over Spring Branch and

Related Improvements (2014)

• Stevenson Creek Watershed Management Plan (2001)

Atkins updated the recommended project alternatives from the above studies based on collected site-specific topographic survey data. As part of the work effort, Atkins simulated multiple conveyance configurations for crossings at Douglas Avenue, Springtime Avenue, and Overbrook Avenue to optimize the level of flood relief for Lower Spring Branch. Atkins' BODR proposed the following conveyance improvements:

• Overbrook Avenue: 24-foot by 11-foot CON/SPAN arch

• Springtime Avenue: 23-foot by 10-foot CON/SPAN arch

• Douglas Avenue: double 14-foot by 8-foot box culverts

Subsequent to the modeling work, Atkins developed a benefit-cost ratio, based on SWFWMD requirements, for the cooperative funding application. Efforts also involved extensive coordination with Pinellas County to facilitate the third-party agreement between the City of Clearwater, Pinellas County, and SWFWMD for the funding element. Atkins' work on the ongoing second project phase includes survey and SUE, final design plans and specifications, permitting with both SWFWMD and USACE, and limited construction services.
