A. ABILITY OF PROFESSIONAL PERSONNEL & STAFF EXPERIENCE

We approach our work with a dedication to excellence that raises the bar for quality. We understand that by solving the problems of today, we create a legacy of value. Golder draws from a broad range of capabilities to support City and County Governments, Regional Authorities, State Agencies, and the Federal Government in locations across the US.

In Florida, we have over 100 technical staff located in four offices who specialize in providing comprehensive engineering and environmental services to hundreds of clients throughout the State. Our experience highlights include:

Performed hundreds of small civil engineering projects and thousands of other projects throughout Florida.

Delineated hundreds of acres of wetlands and characterized and assessed wildlife utilization of thousands of acres of uplands.

Implemented environmental assessments and remediation at many municipally owned properties.

Conducted compliance audits at dozens of facilities and provided compliance assistance to a variety of companies across many industries.

Performed licensing services in Florida over the past several decades which includes disciplines of siting, air and water quality permitting, geotechnical and civil engineering, hydrogeology, ecological assessments, and regulatory compliance.

Our long history of successful projects provides us with a firm understanding of the regulatory, technical, and practical applications for clients in Florida.

Services for Public Sector Clients include but are not limited to:

Proposed Staffing Plan to Maximize Value Golder’s objective is that each task assignment be completed at the best valued cost for our client. The first step in cost control is developing an accurate scope of work that details the elements needed to accomplish the task. Once the scope of work is developed, experienced personnel and appropriate technologies are assigned to the project. The next step in cost control is to develop project schedules that keep costs down and optimize all phases of the project.

Golder will accomplish budget management and cost control with a proven process of project planning, regularly measuring performance against the plan, evaluating corrective actions as needed, and communicating this information to the project team and client in a timely manner.

Change Orders can arise for several reasons; additional scope requested by the City or management, unanticipated design or construction conditions, project delays, and inexperienced project management. Golder mitigates the likelihood of change orders by assigning experienced Project Manager, Michael Phelps, PE, with nearly 30 years in the profession managing numerous municipal projects throughout Florida. Golder will assign senior level management oversight for financial, schedule and quality reviews on a regular basis to identify potential change orders early in the process to reduce or eliminate their impacts.

Cost Controls are an important element of our project management requirements at Golder. We utilize multiple platforms for project financial analysis including BST, Oracle, and project specific applications when necessary. Project financials are reviewed on a monthly interval at a minimum.

Engineer Estimates of Probable Construction Costs can be very challenging with variable market conditions, material availability and unforeseen conditions. Golder will use multiple data sources to ground truth construction estimates to provide Plant City the best information available for the decision process. We generally utilize FDOT Basis of Estimate (BOE) format with historical cost information along with RS Means, City and County historical bids, and contractor assistance for unusual or unique construction items.

Constructability Reviews are a routine item during Golder’s quality control reviews. Some projects may have multiple reviewers depending on the complexity of the project and variability of the disciplines associated with the project. We also utilize our construction inspectors during progress reviews to identify potential construction constraints.

Design Fees must be managed closely for multiple reasons. Golder has assigned senior level staff for this contract to minimize learning curves, engineering indecisiveness and potential rework. We use an 80/20 formula for entry-mid level engineers to senior engineer to provide the best value to our clients. We have determined that to be a successful ratio to balance experience and labor costs leading to a best value solution to our clients.

Sustainable Design of public infrastructure leads to overall reduction in life cycle costs of projects and maintenance. Golder routinely applies the principles of resilience and sustainable infrastructure into our municipal projects to provide the best value solution to our clients.

Project Close Out requirements can sometimes be cumbersome to complete. Golder understands Plant City requires an efficient and timely process to reduce the potential for change orders and claims from the contractor. Our team has completed similar services to numerous clients over the past 30 years with a focus on delivering a completed project on time and on budget.

Construction Phase Services generally require multiple disciplines to observe contractor conformance with the construction documents. Golder will provide Plant City with senior design and construction engineers, highly trained field technicians and dedicated administrative support throughout the complete life cycle of the design-bid-construct process.

Value Engineering can yield significant construction cost savings on some projects. Golder will utilize in-house and specialized subconsultants when it is apparent that a detailed value engineering process may be beneficial to the City.

We are submitting our qualifications to be considered for the following categories of services:

Category 1 – General Engineering

Environmental Support Services for City of Lakeland/Lakeland Utilities

Since late 2015, Golder has been supporting Lakeland Electric regarding compliance with the Coal Combustion Residual (CCR) Rule for the By- Product Storage Area (BSA) at the C.D.

McIntosh Power Plant, in Lakeland, Florida.

The scope of services provided included CCR groundwater monitoring support, development of Closure and Post-Closure Care Plans, development of a Run-on and Run-off Control System Plan, annual engineering inspections of the BSA, and operations support including revising BSA Operations Plan.

The groundwater monitoring support included the development and installation of a CCR Rule compliant groundwater monitoring network for the BSA, groundwater monitoring, review of analytical groundwater data, statistical analysis of groundwater data, and required reporting obligations. Golder also recently prepared an alternative source demonstration (ASD) report for combined radium-226 and radium-228 detected in groundwater samples collected from the CCR monitoring well network. Based on the evidence presented in the ASD, Golder opined that radium-226 and radium-228, present in groundwater below and in the vicinity of the BSA, is naturally occurring and not due to a release from the BSA. Furthermore, Golder prepared an assessment of corrective measures (ACM) report, in accordance with §257.96 of the CCR Rule, for the BSA. The ACM report provided results of a site characterization conducted in February and March 2019, which included an initial nature and extent assessment of groundwater impacts detected near the BSA. Golder is currently supporting Lakeland Electric to comply with future requirements of the CCR Rule.

Golder has been providing these additional support services to Lakeland Electric since 2014, including: air monitoring, modeling and permitting support; Title V Renewal; air quality compliance reports, air construction permits, audits of the Risk Management Plan (RMP) programs, review of effluent limitation guidelines, prepared closure and post-closure care plans, and site characterization and alternative source evaluation.

Golder has also performed Process Safety Management/ Risk Management Plan (PSM/RMP) audits at two water facilities, three annual RMP compliance audits at the Northside and Glendale facilities, COL Williams and Combee Process Hazard Analysis (PHA) and RMP submission support, and prepared the submittal for the Glendale PHA and RMP, and the Northside PHA.

Environmental Engineering Services Contract

Golder has a proven track record of providing quality environmental and engineering services to the Orlando Utilities Commission (OUC) for over two decades. During this time, we have become familiar with OUC’s power and water operations, the environmental challenges that they often face, and methods to provide cost-effective solutions to meet those challenges. Over the years, Golder has developed a solid relationship with regulatory agency representatives, including the Florida Department of Environmental Protection (FDEP) Siting Coordination Office, FDEP Central District, US Army Corps of Engineers (USACE), Florida Fish and Wildlife Conservation Commission (FWC), and US Fish and Wildlife Service (USFWS), which directly benefits OUC through expedited permit issuance and beneficial negotiation of permit conditions. Below is a brief list of highlighted projects completed for OUC.

Orlando Utilities Commission Stanton-Taft Transmission Line, Orange County

Golder worked with OUC’s engineers and contractors to obtain regulatory authorizations and provide environmental compliance oversight during construction of an approximately 23-mile 230kV transmission line between the Stanton Energy Center and Taft Substation. Golder’s scope included wetland delineation, threatened and endangered species surveys, preparation of Environmental Resource Permit (ERP) and USACE Section 404 Permit applications, FWC permitting and gopher tortoise relocation, USFWS Section 7 consultation concerning the red cockaded woodpecker, and environmental oversight during construction. Field meetings and coordination with the FDEP, USACE, and USFWS regarding wetland functional assessment, threatened and endangered species impacts, and negotiation of mitigation requirements.

Preparation of USFWS wood stork foraging habitat assessment and red cockaded woodpecker foraging habitat assessment to support issuance of USFWS consultation for the project.

Taft Substation Reconfiguration/Kissimmee, Orange County Completed groundwater study using MODFLOW to determine groundwater withdrawal estimates for dewatering activities associated with construction of multiple foundations for transmission support structures. The groundwater modeling results were used to design the dewatering system and sequence and were included as part of the SFWMD Water Use Permit Construction Dewatering Application. Conducted wetland delineation and submittal of FDEP, USACE, and Orange County wetland permits.

OUC JED Landfill Gas Distribution Line, Osceola County Environmental permitting and oversight during construction of an approximately 18.5 mile 25-kV distribution line between the Omni Waste J.E.D. Landfill and Substation 29 in Osceola County. Scope included delineation of jurisdictional wetland boundaries, threatened and endangered species surveys, preparation of an ERP application, consultation with regulatory agencies, responses to agency Requests for Additional Information, and environmental oversight during construction.
