About this file
This document is Ardaman & Associates, Inc.'s response to the City of Plant City's Request for Qualifications (RFQ 21-020EN-FC) for a continuing contract to provide geotechnical engineering and construction materials testing services. The RFQ was issued under Florida Statutes Section 287.055 (the Consultants Competitive Negotiation Act) and seeks a library of engineering services across multiple discipline categories, with Ardaman responding for Category 5: Geotechnical Engineering. The scope of work encompasses roadway pavement and base thickness borings, laboratory testing for soil analyses, sinkhole remediation support, foundation recommendations, Standard Penetration Testing (SPT), percolation tests, construction density testing and inspection services, and miscellaneous geotechnical engineering services for Plant City infrastructure projects. The submission was due December 10, 2020, at 2:00 p.m., and the resulting contract would be effective upon issuance with a three-year initial term and two optional two-year renewal periods at the City Manager's discretion. Ardaman designated its Tampa office (3925 Coconut Palm Drive, Suite 115, Tampa, Florida 33619) as the responsible office, with the Bartow office providing support, and identified Whitney Stevens, P.E., as Project/Contract Manager and key personnel including experienced geotechnical engineers, materials engineers, drillers, and field technicians.
Ardaman proposed no specific pricing in this qualifications submittal, as the RFQ is a continuing services contract structured on a task-order basis with fees developed on a project-by-project basis through negotiated scope and cost estimates. The firm identified its current workload with similar public entities, including Hillsborough County (averaging approximately $500,000 annually for sinkhole investigation and remediation services), Port Tampa Bay (approximately $250,000 annually), City of Tampa (approximately $100,000 annually), and other regional clients, demonstrating financial stability and capacity to service multiple concurrent projects. Ardaman holds FDOT pre-qualification for Groups 9 and 10 services (soil exploration, material testing, foundations, and construction materials inspection), maintains a CMEC-certified materials testing laboratory at its Tampa location, and is not a certified Minority/Woman-owned Business Enterprise but committed to utilizing M/WBE subconsultants and vendors when needed. The firm does not satisfy the City's local preference policy as its Tampa office location does not meet the local establishment requirements, though team member Brian Runkles, P.E., resides in Plant City and can provide emergency response support. Ardaman's professional liability insurance, comprehensive liability coverage, and workers' compensation insurance were documented through a certificate of insurance dated November 16, 2020.
