Executive Summary The City of Plant City has a diverse requirement for engineering services in many categories. DTC is pursuing Category 1-General Engineering and Categories 6 and 9-Water/Wastewater and Electrical Engineering.
Although we do not know the exact nature of this task order under this contract, we can state that we have sufficient depth and breadth experience on these types of projects thought the United States. In particular, we dealt with a long-term control program for various municipalities in the State of Connecticut. This 41-year history of sophisticated utility work allows DTC to provide services to Plant City Utilities.
Water and Wastewater Diversified Technology Consultants, Inc. (DTC) has been serving the needs of Federal, State, and municipal clients of wastewater collection and treatment since our inception in 1979. These clients have recognized the value DTC brings in the delivery of successful combined sewer separation, consolidation, and treatment of combined sewer systems projects.
DTC’s General Engineering, Water and Wastewater team will be led by Mr. A. Graham Curtis, PE, LEED AP. Mr. Curtis served as Project Manager and Technical Design lead on numerous combined, sanitary, and storm sewer projects. Supporting Mr. Curtis is a highly qualified team of professionals all based at DTC.
DTC’s staff of over 30 individuals are experienced in a variety of technical trades including Civil, Structural, Mechanical, Fire Protection, Plumbing, and Electrical Engineering.
DTC’s Water and Wastewater experience includes performing studies, design and construction services for combined sewer separation, combined sewer consolidation, sewer installation and sewer upgrades for CSO Contracts.
Through our extensive sewer design experience, DTC has developed a series of design measures geared specifically to the design of sewers in congested urban areas. In the urban environment, we recognize the confinement and congestion presented by extensive utilities, traffic and pedestrian issues, public coordination, and constructibility problems, has considerations that affect the feasibility and final cost of a project. The following is a sampling of some of the measures that DTC employs in urban infrastructure projects:
• Development of a comprehensive subsurface investigation program. This program will identify existing soil conditions as well as potential utility and other subsurface factors that may influence the design. With geotechnical support, the suitability of subsurface soil conditions can be ascertained, and any special design provisions can be incorporated into the design efforts at its earliest stage. This program also includes development of a comprehensive pre-design test pit program to locate utilities and tie down sewer routing and utility related design parameters.
• Early and consistent coordination with utility companies. Including the effected utility companies as part of the design process from the earliest concepts to the final design plans, allows a more effective and efficient project. In past projects we have worked with both public and private utility companies to:
• Identify potential utility relocations, and balance relocation costs with sewer rerouting costs to establish the most cost-effective design approach.
• Identify special treatments needed to protect existing utilities such as establishing limits for sheet piling, temporary utility support needs, and encasement requirements. Temporary support can also impact required construction access and should be considered in any traffic management planning needed for the project.
• Based on test pit information and available mapping, develop details of each potential utility crossing to graphically represent the potential conflict and how the conflict is resolved. Although not generally represented in the design plans, this information has proved invaluable from a QA/QC standpoint, and for reference during construction.
• Early utility relocation planning can allow utility companies to begin some relocation activity in advance of sewer construction efforts.
Design Approach

• Early and consistent coordination with residents, business owners and other effected organizations and individuals within and surrounding the construction area. In our experiences, an informed public is generally understanding of the need for temporary impacts, and willing to make some sacrifices if they have been provided with reliable information. An uninformed or under-informed public is generally less cooperative, and quicker become impatient with even the smallest perceived inconvenience. Localized coordination should also include provisions for traffic and pedestrian control and safety. A realistic estimation of required construction work and staging requirements is essential in defining these impacts and conveying them accurately to the public.
• Detailed and accurate survey base information is critical in development of design and in adequately conveying existing conditions. Inclusion of extensive detail on all proposed design elements as well as existing site conditions and utilities, provides a much clearer picture of the designer’s expectations.
Electrical Engineering DTC’s Electrical Engineering team will be led by Mr. Warren Reid, PE, as Project Manager. He has been providing electrical engineering services for over 38 years.
DTC provides electrical engineering and support services in the design of public safety, commercial, industrial, and educational facilities. We provide mechanical and electrical engineering, plumbing and fire protection systems to support renovations and new construction.
DTC is dedicated to developing a clear understanding of the problems and needs of our clients and working toward effective, economical, and timely solutions consistent with project objectives. Our staff of technical experts provides sophisticated designs that adapt to the unique needs of each client in both new construction and renovation situations. We are committed to offering cost-effective solutions that meet or exceed standards of efficiency, sustainability, and maintainability.
As part of an on-call contract with Manatee County, DTC provided design and construction administration services for a 350-kW natural gas generator and ATS (Automatic Transfer Switch) addition to power the entire building that houses the Children’s Protective Services Department of the Manatee County Sherriff’s Office during hurricane season electric utility outages. The existing building is approximately 22,000 square feet and has an existing 800 Amp 3 Phase 240 Volt High leg DELTA pad mount transformer service from Florida Power & Light (FP&L). Recorded demand Load metering for one week, as well as two (2) years of FP&L billing records with their peak demand history were reviewed and analyzed to determine the power load and required generator capacity needed to adequately serve the building. Other factors that influenced this design were the fact that the building had an existing 130 kVA roof mounted solar power PV (Photovoltaic) array and inverter cogeneration system as well as a special IT Room with its own UPS System (Uninterruptible Power Supply) with a dedicated Roll-Up generator tie in and transfer switch. The facilities director specified that the fuel supply would be natural gas because a gas main ran adjacent to the property and this eliminated any concern with diesel fuel shortages or fuel truck delivery problems during storms. The design was optimized to take advantage of existing conditions to minimize the cost and complexity of the installation, and it also had to minimize the interference with existing operations during weekdays and any power outages for construction “switch overs” had to be limited in time to just a few hours in order to meet IT system UPS limitations, as well as, be conducted over week-ends.
Construction administration services included pre-construction meeting participation, bid evaluations and selection recommendations, contractor RFI responses and coordination directives, owner requested design and equipment changes, construction progress inspections, pay application reviews, approvals and certifications, contractor equipment submittal reviews and approvals, electrical testing observations, test report reviews and approvals. The construction administration services contract also included locating and tracing electrical system feeders and panels for detailed “As-Built” documents in order to provide the facilities department with accurate “record documents” of the electrical system building plans and panel schedules. The timeframe for Professional Services and Construction Administration was October of 2017 to June 2019.

Millbrook Roadway Improvements, Middletown, Connecticut
Project Scope: Design and Construction of Roadway Improvements
DTC Role: Prime
Project Cost: $2,000,000
Design Fee: $90,000
Construction/CEI Fee: $235,000
Owner/Client: City of Middletown, Connecticut
Christopher Holden, Deputy Director
Department of Public Works

Contract Dates: January 2014 - January 2017
Project Overview:
DTC designed roadway improvements on Millbrook Road from Lake Ridge Heights to the Durham Town line, a distance of 7,900 feet, for the City of Middletown.
The existing road is nominally 22 feet wide with occasional wider sections through curves and is uncurbed except in isolated locations. The roadway is rural in nature and adjacent properties are residential. Much of the roadway pavement is in fair condition. However, some areas exhibit alligator cracking. Since alligator cracking is generally a result of poor base material, a subsurface geotechnical program was undertaken to determine limits of full depth reconstruction, pavement replacement and mill and overlay.
Additionally, DTC performed an inspection of an existing stone masonry/concrete slab culvert over an unnamed brook. The culvert was found to be in poor condition (scour, poor concrete slab, and damaged parapets). DTC designed a replacement culvert.
Roadway improvements consist of pavement improvements (replacement or overlay), extruded concrete curb in isolated locations, additional drainage and underdrains in areas exhibiting problems, and pavement markings.
This project included survey, roadway and culvert design, geotechnical engineering, preparation of environmental documents, construction documents, bidding phase services, construction contract administration and full-time Inspection.
As part of the construction inspection and administration services due to project funding coming from the
State LOTCIP program, DTC was responsible to follow CTDOT inspection standards and record keeping requirements.

Located in a high density urban residential/institutional setting, conflicts with existing utilities were a significant challenge for the project. Working closely with the City and public and private utility providers, DTC evaluated numerous routing schemes to provide the most cost effective and least disruptive design solutions. Through topographic surveys, records research and a comprehensive test pit program, existing utility routing and potential conflicts with proposed storm sewer lines were identified. Where necessary, utility relocations, temporary utility support, and specialized pipe construction methods were employed to help reduce construction costs and minimize construction impacts on heavily traveled downtown streets.
Flow monitoring and CCTV inspections of existing storm and combined sewer lines was performed to help in refinement of computer modeling of existing and proposed piping systems. This effort allowed for a more accurate understanding of pipe capacities at appropriate connection points and ensured that existing downstream drain lines were not overloaded.
DTC worked closely with numerous key neighborhood stakeholders including the Yale University to address a variety of concerns and issues including lateral back-ups, street flooding, traffic disruptions, and potential construction impacts on existing stately street trees lining many of the City streets in the study area.
The final design documents will incorporate GNHWPCA and City of New Haven construction details and specifications. Project deliverables included an opinion of probable construction cost presented in a format consistent with GNHWPCA standard pay items, as well as a construction schedule summarizing the total construction duration.

Contract Date Ended: July 30, 2020
Project Overview:
As part of an On-Call contract with the University of Connecticut, DTC performed various structural and civil engineering services.
Water Pollution Control Facility Priority Repairs
Through DTC’s on-call engineering contract with the University of
Connecticut, DTC designed repairs for the Water Pollution Control Facility
(WPCF). The University conducted a vulnerability assessment of the WPCF and four areas were deemed to need immediate repairs. DTC reviewed the findings of this assessment, documented existing conditions, and offered recommendations to address each concern. Oxidation ditch repairs included replacement of aerators, mixers, and dissolved oxygen control, repair froth spray system, and new slide gates in distribution box No. 1. Repairs to the headworks building included a flow meter, replacement of a mechanical screen, addition of a perforated plate screen, repairs to the aerated grit chamber and hazardous gas detectors.
Engineering and Science Building
DTC performed an Independent Structural Engineering Review (ISER) to determine if the school’s new engineering building conformed to standards established by the Connecticut Building Code. As such, DTC conducted a preliminary review, foundation review, primary design review and construction phase review. An outline of the findings was provided to the client.
Castleman Crane Modification
DTC reviewed the existing condition drawings and documentation in order to create a schematic design, with cost estimate, of the client’s existing crane.
DTC was able to provide permanent access to the crane way via a ladder and adhered to required clearances of the crane to the nearby structures and/or appurtenances. Finally, recommendations were made to modify the existing structure/crane members to satisfy requirements of CMAA (Crane
Manufacturers Association of America publication 70.)
Clowes Artwork Installation
DTC engineers designed a structural system to support the installation of a modern sculpture created by artist Jonathan Clowes. The $1 million sculpture was installed in the lobby atrium in the UConn School of Pharmacy/Biology building and is visible from the first three floors.
The art piece, which weighs roughly 300 pounds, has eight different support locations hanging from the ceiling. Although the weight is relatively low, DTC structural engineers considered the cost of the sculpture and the safety of students and staff when making design decisions.

Contract Dates: October 2004 – April 2019
Project Overview:
The City of Stamford has retained DTC to make improvements to Myrtle Avenue and East Main Street as an extension of its Stamford Urban Transitway Project. This project involves a wide range of services including
Topographic and Boundary Survey, Preliminary Engineering Study and Design, Sanitary Sewer Study and
Design, Storm Sewer Study and Design, Traffic Study and Geotechnical Investigations.
Both the Sanitary Sewer Study and Design and the Storm Sewer Study and Design involved not only determining the condition of the existing pipes and the design of the sanitary sewer and storm sewer within the project area, but also the determination of what is needed to convey all the flows from the upstream system if all upstream problems and restrictions are corrected for both existing and proposed flows. This also included analyzing the system downstream of the project area for problems in conveying the existing and proposed flows.
The Traffic Study determined optimum lane arrangement and signalization. The Geotechnical Investigation determined subsurface conditions and parameters for the design of the roadway pavement, utility structures, retaining walls and relocation and reconstruction of an Amtrak and MetroNorth wingwall at a railroad bridge.
Other phases of the project include preparation of property maps, semi-final and final design, bidding services, shop drawing & construction drawing reviews and consultation during construction.
The design includes two normal travel lanes, two high occupancy vehicle lanes, two bike lanes, bus turnouts and sidewalks and streetscape improvements throughout the project area as well as additional turning lanes at approaches to intersections and the redesign of four signalized intersections.
The Stamford Urban Transitway Project is being executed in a phased approach, with another consulting engineer designing the first phase. DTC’s project is the second phase of the Stanford Urban Transitway
(SUT). Extensive coordination was and is required with the other consultant to be sure that roadway alignment, storm drainage systems and sanitary sewer systems mesh perfectly from project to project.
