About this file
This document appears to be a set of questions and answers related to a Request for Proposal (RFP) for Stevedoring and Related Terminal Services (S&RTS) at all ports in Denmark. The RFP, solicitation number HTC711-24-R-R003, is being issued by the Department of Defense United States Transportation Command (USTRANSCOM) for the import and export of Defense Transportation System (DTS) sponsored cargo.
The questions cover topics such as the unit of measure and quantity for a specific line item, the use of auto-populated percentages for certain labor categories, and clarification on pricing for staging requirements. USTRANSCOM has provided responses, including revisions to the Performance Work Statement (PWS) and Schedule of Rates (SOR) attachments. Key details include the requirement for S&RTS labor, equipment, gear, tools, documents, materials, supplies, and management services, as well as the full spectrum of cargo handling from receipt through disposition and processing for multimodal transportation.

QUESTION
DATE
RECEIVED
PROSPECTIVE VENDOR'S QUESTION DATE OF REPLY GOVERNMENT'S RESPONSE AMEND RFP?
25 22-May-24 Line Item 197 request on SOR is for 12 months. Considering the timeline of the missions, 12 months minimum estimated duration seems to be a typo. Is it 1 month = 30 days?
23-May-24 Please see revised Attachment 2 - Schedule of Rates_APD_2024.05.29. TCAQ has updated the unit of measure and quantity for clarification.
Yes
26 22-May-24
Noticed the Detention 3A and Overtime 3B are protected and populates the percentages. It’s a conflict to the host nation labor, percentage and hourly rate schedules.
Subcontractor’s are requesting to be able to enter their actual correct rates and not have it automatically populated.
Could the USG revise these clins to comply to local labor law?
23-May-24
TCAQ has not found any indication that the auto-populated percentages, as specified in PWS 4.11, are non-compliant with Danish labor laws. Therefore, TCAQ will proceed with the percentages outlined in the PWS. However, if a future mission necessitates overtime, TCAQ will comply with local labor laws upon receiving and reviewing formal documentation.
No
27 28-May-24 A point of clarification on the addition of staging. We could have some redundancy in pricing on lighting and fencing:
Line 196, Line 202, Line 204, Line 205
29-May-24
Please see revised Attachment 1 - Performance Work Statement_APD_2024.05.29. PWS 5.7.10.1 defines the staging requirements and what shall be included. Line items 196, 202, and 205 will remain on the Schedule of Rates to be ordered individually, in the event required during a future mission.
Yes
