The Schedule of Rates does not allow for annual inflationary increases. Would the Government please explain where the bidders can add annual increases within Attachment 2?

23-Apr-24 The rates proposed for this firm-fixed-price contract will be the rates used for the entirety of the period of performance;

therefore, inflationary increases are not permitted.

How does US Government compensate for currency crash, inflation and/or market out of control fluctuation beyond the estimated hedging percentage used for bidding? 25-Apr-24

The rates proposed for this firm-fixed-price contract will be the rates used for the entirety of the period of performance;

therefore, no further compensation will be done by the US Government with regard to a possible currency crash, inflation, and/or market fluctuation.

10 25-Apr-24 Can we bid and make yearly adjustments on the pricing in accordance with the Danish Net Price Index and actual changes to the ROE between DKK/USD.

Will the USG give sufficient time of 4-6 months to plan and prepare missions. “Less than 500-1000 pcs 2 months, and more than 1000 pcs at least 4-6 months planning?

The USG will give as much notification as posible for each mission, vessel, ect. However, because this is a stand-alone contract, the contractor is required to be available 24 hours/7 days a week/365 days a year, and must be able to adapt to all cargo quantities and changes to mission requirements, within 24-48 hours notice.

Due to the multi-year FFP nature of this contract, will the Contracting Officer consider inserting FP EPA clause to account for unforeseen currency fluctuations outside of an established range (i.e. +/- 5%) that cannot be anticipated over the 3-year PoP? The past 3 years have shown rate fluctuations of approximately 25% in both the DKK/USD and EUR/USD exchange rates.

Will the contracting officer consider altering the pricing spreadsheet to account for price escalation year-over-year based on an average inflation number (i.e. 4%)?

25-Apr-24 The U.S. Government will not alter the Schedule of Rates to account for price escalation or inflation. Offerors should provide a rate to cover the entirety of the period of performance.

There have been some recent port calls in Kalundborg, Denmark. Our understanding is that this was done under a Host Nation contract. Will this Host Nation contract still be utilized after this contract is awarded or will there continue to be multiple different contract vehicles for US Transcom and the US Military to utilize?

Per the PWS, the USG may use other contract vehicles at its discretion.

PWS 4.24 Other Contracts. The Contractor shall fully cooperate with other Contractors and USG employees. The Contractor shall adjust the work schedule as requested by the COR. The Contractor shall not interfere with the performance of any other Contractor or USG employees.

Will the USG dictate use of a specific terminal or pier within a port for each project, or will the contractor have flexibility to arrange these services provided that the proposed terminal/pier has sufficient length, depth and other characteristics to accommodate the vessel?

The USG will consider input from the contractor during the early planning phase. For some missions, MSDDC is notified of proposed ports/berthing/terminal usage(s). Therefore, the contractor shall be required to have overall working relationships and working capabilities with all ports/terminals.
