STEVEDORING AND RELATED TERMINAL SERVICES

**Submission Rules**
When completing this technical worksheet based on the posted requirements, the Offeror shall assume the Government has no prior knowledge of the Offeror’s experience, past or present. Evaluator(s) will base evaluation SOLELY on the information presented for EACH question and the Offeror’s response within this Technical Worksheet.
**Submission Rules & Instructions: **
· The entire submission of this Technical Worksheet SHALL NOT exceed 15 single sided pages in length.
· The proposal shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address “how” the Offeror intends to meet each item in the worksheet in accordance with (IAW) the Performance Work Statement (PWS).
· Statements that the Offeror “understands, can or will comply with the PWS; statements paraphrasing the PWS or parts thereof; flowcharts simply listing activities related to performance of the PWS; and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., without explanations, descriptions or how services will be performed in detail shall be considered unacceptable.
· Page size shall be no larger than 8.5x11 inches and single sided.
· Submitted Technical Worksheets that exceeds 15 pages, will have only the first 15 pages evaluated and all other pages will be removed before the Technical Worksheet is evaluated.
· All requested attachments, port certifications, licensing, permits, documentary evidence (photos) and Material Handling Equipment (MHE) lists shall not count against the page limits.
NOTE** Failure to complete this document in its entirety or attach requested documents may result in a proposal being ineligible for award.
**Technical Worksheet**
1. Labor/Management
1a. Labor Strength: Describe your labor force by number and each job description type that make up a typical LOLO, RORO, and TOTO work party/gang for loading/discharging vessel, truck, and trains. (Ref PWS- 4.1.4, 4.9.1, 4.12, 4.27)

1b. Qualified Drivers: The Army is no longer responsible for training drivers employed by its contractor; however, the requirement for qualified drivers remains for military vehicles. Describe “how” you plan to maintain a qualified driver pool for driving United States Government (USG) military vehicles. (Ref PWS -5.3)

2. Material Handling Equipment (MHE), Contact Maintenance, and Minor Repairs
2a. MHE: Provide a detailed list and photos of all MHE/gear and ramps your company will use to handle all classes of cargo (vehicles, containers, aircraft, and breakbulk), including MHE used in handling explosives for loading/discharging trucks, trains, and vessels. (Ref PWS – 4.13, 5.12.5)

2b. Contact Maintenance: The USG requires that you provide Contact Maintenance during all phases of loading and unloading cargo to/from vessels, trains, and trucks. The PWS requirement states that the USG’s stevedore contractor shall provide a maneuverable vehicle(s), mechanics, and tools capable of determining the operational status of each vehicle rapidly. Describe in detail “how” your company will satisfy this requirement while working in multiple locations/operations (i.e., staging lots, loading trucks, or on multiple vessel(s), and decks). (Ref PWS - 5.11.3-5.11.3.5)

2c. Minor Repairs: The USG requires the contractor to have the capability to make minor repairs, such as hooking up battery cables, jump starting vehicles, adjusting brakes (caging), and pumping/airing up tires, or any other minor repairs that will allow the inoperable vehicle to be discharged/loaded under its own power in a safe and timely manner (15 minutes). Repair parts such as tires or batteries may be furnished by the USG “if available.” Describe in detail “how” your company will satisfy this requirement. (Ref PWS - 5.11.4-5.11.4.1)

3. Reception and Disposition
3a. Import/Export Cargo Operations: The USG requires the stevedore contractor to provide cargo reception and disposition. Describe your company’s methods or practices regarding “how” you will provide cargo reception (import/export), staging, tally and checking, transferring, vehicle prep, and dispositioning USG cargo (import/export) at all named ports, per requirements in the PWS. (Ref PWS – 5.5)

3b. Maintaining Security and Accountability: The USG maintains positive control over all cargo being imported and exported. Describe “how” (based on requirements in the PWS) your company will maintain control of cargo placed in the contractor’s care, to include security, inventory, and flow of cargo through the port. (Ref PWS: 2, 4.28)

4. Vessel Operations
4a. Flexibility and Multiple Worksites: The USG requires the stevedore contractor to be flexible in providing service. Describe your company’s ability to provide qualified and appropriate labor types to meet the USG’s port support needs and required productivity. Describe “how” your company will provide flexible start times for receiving cargo at the port, starting vessels at odd hours, operate multiple work sites, transitioning from normal workday schedules to contingency operations, and maintaining work schedules 24/7. Also, describe any impacts to the USG’s schedule. (Ref PWS – 4.1.4, 4.12, 4.28, 5.1.1, 5.1.1.1, 6.4.2)

4b. Lashing and Securing Military Cargo: The USG has specific vehicle tie down procedures related to lashing and tying down vehicles and containers onboard a vessel and other conveyances. Describe when and where your company has gained similar experience. (Ref PWS - 5.7.5)

5. Truck Operations
5a. Truck Loading/Unloading: Describe your company’s ability to successfully and efficiently conduct truck loading operations without mis-loading cargo, causing delays, or causing damage to any USG cargo. Describe “how” to load or discharge the USG’s cargo per PWS requirements. (Ref PWS -5.5.5, 5.5.6, 5.5.7)

5b. Ramps: During truck operations, there may be a need for fixed or portable ramp(s) (capacity 70 US tons or 72,574 Kgs.) used for loading wheel or track vehicles. Provide photo evidence and describe “how” your company will gain access to and secure these ramp(s) in the weight class above. (Ref PWS – 5.5.5, 5.12.5.1)

5c. Inoperable Vehicles: Loading or discharging USG cargo from trucks takes a broad range of MHE and skilled operators. Describe your company’s ability to handle loading and unloading dead lined or inoperable wheel or track vehicles weighing from 15,000 lbs. to 150,000 lbs. (Ref PWS - 5.11)

6. Staging Areas (Yards and Lots)
6a. Staging: The USG requires the cargo (imported or exported) to be on sterile (paved), secured lots or yards designated as “staging” areas, and requires the staging areas be coordinated by the stevedore contractor. The USG also requires the use of staging be orchestrated to coincide with reception and disposition of cargo as its being used, fluctuating in size and period of use. Describe “how” your company will provide and coordinate this requirement. (Ref PWS - 5.7.10)

7. Certifications/Port Access
7a. Hazardous Material (HAZMAT): Provide proof of current certification or signed self-certified letter stating at least two proposed personnel are trained and tested in handling HAZMAT per the requirements of the Code of Federal Regulation (CFR) Title 49, Section 172.702, or Host Nation equivalent. (Ref PWS 5.2.7)

7b. Port Access: Provide proof of a valid and current business license or work permit for the prime and/or subcontractors issued by the applicable Host Nation as evidence to legally work at all named ports within the PWS. (Ref PWS 4.1.1)
