About this file

This is an amendment to a request for proposal (RFP) for sealift transportation services supporting Naval Station Guantanamo Bay, Cuba. The RFP requires transportation of cargo between the United States and Guantanamo Bay via ocean container, breakbulk, and drayage services. The amendment updates appendices and clauses, and extends the response due date from 11 December 2023 to 19 December 2023 at 4:00 PM Central Time. Offerors must submit proposals in four volumes - for business, technical, past performance, and pricing - via email. The technical volume must address requirements in the performance work statement. Pricing must be entered into an attached rate and pricing schedule template and the CARE SA system. References will complete a past performance questionnaire due with proposals. The Department of Defense United States Transportation Command will evaluate proposals and make one award for sealift services for a one-year base period and four one-year options.

ADDENDUM TO FAR 52.212-1

ADDENDUM TO FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services

(Mar 2023)

Paragraph (a) is tailored to read: North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449).

Paragraph (b) “Submission of offers” is deleted in its entirety and replaced with the “Proposal Preparation

Instructions” below.

Paragraph (c) “Period for acceptance of offers” is tailored to read: The Offeror agrees to hold the prices in its offer firm for 240 calendar days from the date specified for receipt of offers.

Paragraph (e) “Multiple offers” is tailored to read: Offerors shall not submit multiple offers presenting alternative terms and conditions or alternative commercial products or commercial services for satisfying the requirements of this solicitation.

Paragraph (g) “Contract award (not applicable to Invitation for Bids)” is tailored to read: The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. If the Contracting Officer determines the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. The

Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and may waive informalities and minor irregularities in offers received.

Paragraph (h) “Multiple awards” is not applicable to this solicitation. The Government intends to award one contract as a result of this solicitation.

D. VOLUME IV – PRICE PROPOSAL

The price proposal shall contain a completed copy of Attachment 10, NSGB Rate and Pricing Schedule. Offeror shall complete the Rate and Pricing Schedule by only entering proposed rates in the green highlighted cells for each transportation service line item to include the base year and each option year on Tabs B, C, D, E, and F. Estimated annual volumes are provided for accessorials, ocean breakbulk, ocean container, single factor line items, mileage, and drayage. No additional page submissions will be accepted.

The Rate and Pricing Schedule will calculate the extended price of each line item (proposed rate * estimated volume), the proposed price for each period of performance (total of extended line-item prices), and the total proposed price (base year proposed price plus option year proposed prices and six-month optional extension of services). Pricing for the six-month extension of services period will be based on half of the proposed price of the final option period. Offerors shall not submit a price for the optional six-month extension of services since the Rate and Pricing Schedule spreadsheet will automatically populate the total. Offeror shall verify the accuracy of the extended price of each line item, for each proposed price (base plus options), and for total proposed price. Rates must also be entered into CARE SA (see 52.212-1 II C).

Offeror is responsible for ensuring the rates provided via email (NSGB Rate and Pricing Schedule Excel file) and CARE SA are identical. If there are any discrepancies between the rates submitted via email and CARE

SA, the emailed Rate and Pricing Schedule Excel file rates will take precedence.
