Electronic Rate Submission – Integrated Booking System, Carrier Analysis Rate Evaluation Service Application (IBS CARE SA)

August 2023

A. IBS CARE SA is open and available for submission of rate proposals.

B. Proposed rates must be submitted electronically via https://eta-teams.transport.mil/teams/login

C. IBS CARE SA Instructions

1. Contractors shall submit their rates for the following RFPs: NSG2-B (base year), NSG2-1 (option year 1), NSG2- 2 (option year 2), NSG2-3 (option year 3), and NSG2-4 (option year 4). See Section E below for instructions on accessing the application.

2. A rate offered with the value of “0.00” (zero) will be considered as “no charge” for the service by the Contracting Officer (CO).

3. All basic container rates, unless otherwise specified, are to be offered in dollars and cents (lump sum).

4. All basic breakbulk ocean rates, unless otherwise specified, are to be offered in dollars and cents, per measurement ton (MT) of 40 cubic feet manifest measure and based on liner terms.

5. Cargo volumes in IBS CARE are based on yearly historical data.

6. Rate changes can be made to any contract rate submission as identified in IBS CARE SA as long as the changes are made prior to the expiration of the time and date set for receipt of initial proposals. Offerors must enter changes in dollars and cents per MT, per container, or as otherwise specified, in the appropriate line-item field. If rates are changed in IBS CARE SA, an updated excel file must also be sent, prior to the expiration of the time and date set for receipt of initial proposals, to Sarah Albers at sarah.l.albers2.civ@mail.mil and Shanda Lyman at shanda.l.lyman.civ@mail.mil with a statement that the updated rates supersede the original submission. If there is a discrepancy between the rates provided in IBS CARE SA and the rates provided in the latest excel file, the excel file will take precedence.

7. Contractors must immediately notify the CO if experiencing difficulties in accessing IBS CARE SA data. If Contractors are unable to access IBS CARE SA to enter the required data in sufficient time to be received by the Government, they must notify Sarah Albers at sarah.l.albers2.civ@mail.mil and Shanda Lyman at shanda.l.lyman.civ@mail.mil. The Government should be notified no later than 22 November 2023 at 1200 CST.

Should a Contractor be awarded the contract, rates must be entered into IBS CARE no later than 3 business days after award and must be identical to those rates provided in the Rate and Pricing Schedule.

D. Hardware and Software Requirements

1. Hardware IBS utilizes Red Hat Enterprise Linux (RHEL) servers located in the Amazon Web Services (AWS) Government Cloud US (GovCloud (US)). The system incorporates Transfer Control Protocol/Internet Protocol (TCP/IP) for basic network connectivity, Secure Shell (SSH) for secure access and data interfaces, and Hypertext Transfer Protocol (HTTPS) (Post) for secure web communications. IBS utilizes an Oracle relational database management system (RDBMS). The web servers utilize Oracle WebLogic, WSO2, and Tomcat.

2. Software IBS is a combination of web-based applications and web services. Users access the IBS web applications via Chrome or Microsoft Edge through a simple object access protocol (SOAP) request via secure socket layer (SSL) connections.
