1 11/28/2023 N/A N/A Please confirm that the contract awardee will be required to provide port to port shipping services between Jacksonville and GTMO for third parties who hold contracts with the Navy at GTMO (such as the GTMO Boss Contract and Construction MACC holders) and that services should be provided at the Government contract rates.

If a contractor at Guantanamo Bay has the correct authorization within it's contract to utilize the NSGB-2 contract, then yes, it can order services at contract rates. The contract must have the ability to place movement requirements within IBS. If a contractor can NOT book within IBS and wishes to procure movement support from the NSGB contractor, it would have to negotiate it's own terms.

2 11/28/2023 N/A N/A Please confirm that shipping services for third party contract holders is required, but that direct government materials take space precedence.

The NSBG-2 contractor will need to ensure it meets the RDD requirements of shipments it has accepted for this contract. The NSGB-2 contractor will also have to honor the space commitment requirements set forth in the contract.

The movement of another agency/customer cargo should not jeopardize the NSGB-2 contractor's space commitment. But outside of that, the contractor has the right to prioritize cargo as it sees fit.
