About this file
This document contains a question and answer file and a notice of federal contract opportunity. The question and answer file provides responses to queries regarding an existing Navy contract for sealift transportation services between Jacksonville, Florida and Naval Station Guantanamo Bay, Cuba held by Schuyler Line Navigation Company. The related federal contract opportunity seeks proposals for regularly scheduled commercial liner service of the same route transporting containers, vehicles, household goods, and breakbulk cargo. Proposers must provide a minimum of seventy containers and two thousand square feet of breakbulk cargo space southbound every fourteen days, and thirty containers and one thousand square feet of breakbulk cargo space northbound every fourteen days. The contract type will be firm-fixed-price with economic price adjustment, and the period of performance includes a one-year base period from September 2018 through August 2019 plus four one-year options. The procurement will be set aside for small businesses and use NAICS code 483111 with a size standard of 500 employees. The Department of Defense's United States Transportation Command will conduct the competition and anticipates a pre-proposal conference on March 21, 2018.

4 Solicitation pg.24 Pricing
I looked at a similar solicitation that was for tug and barge transport from Canaveral to GTMO. Very similar but current solicitation is asking for contractor to provide :
1. space to receive cargo in JAX
2. stuff cargo into containers
3. provide 70 FEU's and 20 refeers units
4. provide transport of cargo from receiving facility in jax to bulkead at blount island for loading
5. contractor also provides bulkhead facility for loading/lashing onto barge in
JAX
6. contractor provides offloading in GTMO and storage (according to map sites) my company provides tug and barge transport throughout the Caribbean and this would be a fit for us however we have never priced in the manner requested. We provide turnkey lump sum movements from loading, lashing, towing and delivery. Is there a contact who could assist in the proper pricing format requested?
Unfortunately the Government is unable to provide a contact to assist a contractor in doing their price proposal. The contractor will need to determine the appropriate prices to enter CARE SA and the Attachment 2, NSGB Rate and Pricing Schedule. Based on your submission, the Government will conduct a price analysis by one or more of the techniques set forth in FAR Part 15.404-1 to ensure a fair and reasonable price. For evaluation and award purposes, the Government will evaluate the offeror’s Total Proposed Price for Accessorials, Ocean Breakbulk, Ocean Container, Drayage and Single Factor Line Items.
