Page 7 of 26: DFARS clause
252.247-7026
RFP
Since this is not a Jones Act service RFP, there should be no evaluation preference for use of domestic shipyards, so this clause should be deleted.
DFARS Clause 252.247-7026 was removed with Amendment 0001.

What is the minimum size crane that needs to be on a vessel? As there is no specification in the "excepted" cargo category, what is the heaviest wheeled/ tracked piece contractor will be required to move?
From 1 Sep 2016 to 31 Aug 2017, the heaviest piece that moved under the contract was 51,300lbs. The next heaviest piece was 50,400lbs. Everything else was under 50,000 lbs
41 Page 13 of 26: COGSA RFP RFP HTC71118RW002 matches the current GTMO contract language on trucking and intermodal liability, but it does not match USC. In order the be more commercially viable, and as per the USC-8 contract, suggest amending "cargo liability" to be COGSA end-end.
NSGB is a stand alone contract from USC-8. The Carmack Amendment is applicable to this contract.
42 Attachment 5 - Past Performance RFP Most Contractors use PPIRS , we note this contract is using the traditional Past Performance with 5 previous contracts. Will that hold or is PPIRS acceptable?
Addendum to FAR 52.212-1, Section III, Paragraph h. The offeror shall include a list of contracts similar in scope, size, and complexity, currently on-going or completed during the past three (3) years. The list shall be limited to no more than five (5) contracts.
If you are aware that one or more of your contracts is in the Contractor Performance Assessment Reporting System (CPARS) and specifically relates to the requirements in this acquisition, please provide this information. Past performance information may also be obtained by the Government through the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), interviews with
Program Managers, Contracting Officers, Fee Determining Officials, or any other source available to the Government.
43 Attachment 7, Section 4 RFP Contractor shall provide an individual on-site [GTMO] individual who is authorized to negotiate and financially commit change orders” What does base authorization entail?
Please see response to question 52.
44 Solicitation Page 1 RFP We request a 30-day extension to complete our proposal, as the preproposal conference last week highlighted new information that will have to be taken into account, impacting vessel and equipment requirements.
The pre-proposal conference amplified existing information thus no extension will be provided.
45 Pricing Sheet RFP Could you better define the breakbulk cargo that is being moved Southbound and Northbound?
Southbound: 42 Shipper owned containers to include TEUs, FEUs, and TRICONs; 26 Vehicles under 10,000Lbs (Light Vehicles); 9 Vehicles over 10,000Lbs (Heavy Vehicles); 7 General Cargo to include prefabricated houses and a boat Northbound: 14 Light Vehicles; 43 Heavy Vehicles; 43 Shipper Owned Containers: Tris/TEUs/FEU; 13
General Pieces.
Data is from 1 Sep 16 - 31 Aug 17
46 3.B.5.1.1.1 PWS
What is the purpose of a 7-day maximum transit time from JAX to GTMO? We request to change this to 9 days, while maintaining the required 14 day frequency at JAX?
The cargo moving under this contract is a vital lifeline to NSGB. A longer lead time is not acceptable.
47 52-212-2 (b) RFP
VISA acceptance by MARAD prior to proposal submission is not under our control. This requirement will prevent potential bidders from meeting one of the key evaluation criteria, thus significantly limiting competition. We intend to be enrolled in VISA at as soon as our application is approved. Suggest this to be changed to “VISA application submitted prior to proposal submission”. Limiting to current VISA members without the opportunity for other small business to respond limits competition.
The requirement to be a VISA participant must be accomplished prior to proposal submission.
48 Pre-proposal slides pg 29 PWS Per the preproposal conference slides, the construction at the GITMO wharf suggests that vessel LOA will be limited. Please advise the maximum LOA for vessels calling GTMO during the contract term?
The data we are aware of is the information provided on slide #29 as the construction has not started.
49 Pre-proposal slides pg 32 PWS Please describe the contract labor available at GTMO based on previous iterations of this contract.
As stated in the slide, sub-contractors are available on island depending on the volume and scope of the task at hand. The Government does not make recommendations for sub-contractors.
50 Pre-proposal slides pg 31 PWS Please provide more detail around the equipment recommendations at GTMO? For example, why would we need 140 containers and 140 chassis at GTMO for the volume anticipated under this contract?
This is a recommendation received from the transportation officer.
51 Pricing Sheet - Access. PWS For POV processing, the estimated volume in the accessorial is 1, but the recommendation for equipment is 200 straps. Could you please provide more detail about the volume of POV’s moving under this contract.
Accessorials do not have accurate volumes in CARE. Our systems are limited in our ability to extract accessorial data.
Roughly 100 Container of POVs moved Southbound. Roughly 90 Containers of POVs moved Northbound from 1 Sep 16 - 31 Aug 17.
52 Attachment 7 Naval Station Guantanamo Bay Base Access, Management Personnel Please clarify, who is the authorized GTMO COR with whom this upper-level Manager will negotiate change orders?
The attachment refers to a person employed by the contractor who is authorized to make changes on the contractors behalf. The COR will be provided upon award.
Attachment NSGB Q&A #2 - Continuation of Question 12
PWS
Does the contract require a bonded warehouse for all cargo in Jacksonville? Kindly note that Blount Island does not have a bonded warehouse.
PWS Paragraph 3.I.8.2. specifically pertains to inland movement and the transloading of goods at warehouses other than the Blount Island Terminal.

Continuation of Question 16
PWS
Understood NEX Suffolk is the only required Pool Location per the contract. However, in the current contract, the OO ordered three additional container pools via MOD’s. Is the same amount of container pools expected for the new contract award?
The Contracting Officer may add equipment pools at his/her discretion, however container pools were not added via mods in the current contract.
Attachment NSGB Q&A #2 - Continuation of Question 22
PWS
Would the government reconsider POV processing to be invoiced PER VEHICLE as the contractor is currently absorbing this added cost?
The contractor's price in CARE should reflect the cost of processing POVs per container type
Pre-Proposal Meeting Slides - Slide
31 “Operations/ Equipment” Pre-Proposal Slides Suggest the recommended number of containers be increased 3x to better illustrate actual operations.
These are suggestions from the TO at NSGB. The contractor, upon analysis of the data provided, can determine the amount of equipment necessary to perform operations required by the PWS.
57 General Question What is the expected contract award date for this RFP? The current contract expires 31 Aug 2018.
58 Solicitation Page 1 RFP The response to this requirement is very extensive and the information provided as a result of the Preproposal Conference has clarified or in some cases completely changed our assumptions. At this time we wish to respectfully request a 30 day extension to the due date for this requirement.
Please see response to question 44.
