Government Response to Questions submitted on the AT21 draft RFP

20 Mar 2007 Q151a. Would you want us to potentially submit two bids, one with SAAS and one without or have you all considered a weighting factor for these types of bids?

Government Response: Alternate proposals will not be accepted. Please refer to the final Request for Proposal posted on 13 Mar 2007 for proposal details.

Q193a. Could a contractor propose both a contractor hosted solution AND a Government hosted solution?

Government Response: Alternate proposals will not be accepted. Please refer to the final Request for Proposal posted on 13 Mar 2007 for proposal details.

Q203a. How would you expect vendors to describe their ability to accelerate in their proposal?

Government Response: There is a possibility that the Government will accelerate the program through overlapping up to two optional CLINs at any one time. The delivery schedule and cost for acceleration will be negotiated with the Contractor if and when the Government determines the need to accelerate. Reference the Final RFP, Section C, paragraph 1.6.1 for full details.

Q239a. Must bidders submit a proposal that meets the current CLIN structure/RFP requirements in order to be compliant if the bidder also plans on submitting an alternate proposal that bids a different technical approach/CLIN structure? Or may bidders just submit the different technical approach proposal only and still be considered compliant?

Government Response: Alternate proposals will not be accepted. Please refer to the final Request for Proposal posted on 13 Mar 2007 for proposal details.

Q240. Is air refueling included in the Agile Transportation for the 21st Century work?

Government Response: Yes, air refueling is an integral part of the DOD transportation management system. In addition to refueling, tankers also carry cargo, increasing overall lift capacity. AT21 must account for the scheduling and booking of tanker aircraft and the optimization engine should include tanker refueling/cargo capacity and constraints. Booking may occur through communication with another system.

Q241. Will you accept firm fixed price (FFP) bids (versus cost plus)? Will you also accept Time and Materials bids?

Government Response: Alternate proposals will not be accepted. Please refer to the final Request for Proposal posted on 13 Mar 2007 for proposal details.

Q242. Proposal Reference: Section L, Proposal Submission Requirement (2)(a) page 89 of 106. Does the Government expect the Past Performance volume (including all citations and introductory narrative) not to exceed 10 pages? A 10-page restriction would greatly limit the number of past performance contracts that could be submitted. Is it permissible to attach the Past Performance citations as an “appendix” to the Past Performance volume so that they don’t count against the 10 pages?

Government Response: The page limit restriction has been removed from the past performance volume. See Section L of the RFP for the minimum/maximum past performance requirements.

Q243. May we change the period of performance (POP) of the CLIN’s and still be compliant in order to propose an accelerated schedule?

Government Response: Alternate proposals will not be accepted. Please refer to the final Request for Proposal posted on 13 Mar 2007 for proposal details.

Q244. Are the award fee dollars applied to development CLINs and the Operating and Maintenance CLINs?

Government Response: No award fee will be paid on the Operating and Maintenance CLINs (termed AT21 Interim Contractor Support in the final RFP). The CLIN(s) for this effort are Firm Fixed Price (FFP). See Section B of the Final RFP.

Q245. Please elaborate on the accelerated funding as discussed at Industry Day. Would there be additional incentives to do an increment early?

Government Response: There is a possibility that the Government will accelerate the program through overlapping up to two optional CLINs at any one time. Reference the Final RFP, Section C, paragraph 1.6.1 for full details.

Q246. Will this contract be exempt from the Service Contract Act under Far Part 22?

Government Response: The Service Contract Act is not applicable to this acquisition.
