Government Response to Questions submitted on the AT21 draft RFP

January 31, 2007

Q217. Section A10 on Page A-48. SYSTEMS DATA EXCHANGE MATRIX (SV-6) has the Excel icon embedded and then says: "This is page one of fifteen pages. When we click on the icon to open it, the excel file fails to open. Can you please provide the full SV-6 attachment?

Government Response: The excel spreadsheet has been posted to FedBizOpps for contractor use.

Q218. Will USTRANSCOM make the process mapping work accomplished for the Fusion Center available to all bidders in a technical library?

Government Response: The process maps are not yet complete and are probably at too high of a level to provide much benefit to the bidder. However, if completed prior to the proposal due date, the Government will review and consider adding to the technical library.

Q219. Has USTRANSCOM done a formal comparative analysis of the various COTS TMS applications? If one has been done will the government make this information available to all bidders?

Government Response: USTRANSCOM has not done a formal comparative analysis of the COTS TMS applications. Market research and technical readings indicated that there are several that can meet the requirements for AT21.

Q220. Request Government provide a copy of the TransViz CONOPS.

Government Response: The TransViz CONOPS is in coordination. Once coordination is complete, the Government will determine if it is eligible for release to the bidders. If so, it will be added to the technical library.

Q221. RFP Section L, PROPOSAL PREPARATION INSTRUCTIONS, General Instructions, Paragraph (2) Organization / Number of Copies / Markings, includes in subparagraph (a) Organization (page 88 of 106 of the DRFP) the statement… “The Maximum page limit for each volume includes all text pages, tables, foldouts, graphs, and other types of illustrative material.” Subparagraph (b) Pages, Typing, and Page Numbering (page 89 of the DRFP) stipulates… “The contents of the above volumes shall be typed on 8-1/2 by 11 inch white paper…”

Is the use of foldouts; i.e., 11 inch by 17 inch paper, permissible so long as all foldouts are counted as two pages?

Government Response: Foldouts are acceptable and will be counted as multiples of 8.5 x 11 depending on size, e.g.; anything between 8.5 x 11 and 11 x 17 counts as two, anything between 11 x 17 and 11 x 25.5 counts as three, 17 x 22 counts as four, etc. Section L of the final RFP will be updated with the appropriate language.

Q222. Will the Government consider using NAICS code 541710 (Research and Development n the Physical, Engineering, and Life Sciences – Computer and related hardware Research and Development Services) with an associated Small Business size standard of 500 for this solicitation?

Government Response: The Contracting Officer has determined NACIS 541710 is not applicable to the AT21 program. In accordance with the 5000 Model used for large DoD acquisition programs, the ACTD met the requirements under the Concept Development Phase and is now awaiting a Milestone B decision to enter the System Development and Demonstration Phase. Per the program management life cycle model, the AT21 program is no longer in the Research and Development phase.

The following question has been modified from its original posting on 12/15/2006.

Q70a. Request Government please provide more information about the following Answer to Question 70 provided by the Government on 12/15/06

6a. Is it correct to assume this means that the contractor’s development facility must have a Sensitive But Unclassified Facility Clearance?

6b. Does the facility need to handle Classified Paper-based Document Storage?

6c. Does the facility need to handle Classified Electronic Document Storage?

6d. Does the facility need to provide ability for Classified conversations to occur within the facility?

6e. Do you anticipate the development environment requiring a connection to the SIPRNet?

Government Response: After further consideration, the Government has determined that a classified development environment will not be required.
