Agile Transportation for the 21st Century Offerors’ Demonstration

05 March 2007

United States Transportation Command (USTRANSCOM) may ask selected Offerors to demonstrate their capabilities. There will be two phases to these demonstrations, off-line and in-person. The off-line phase of the demonstration will be produced by the Offerors in advance of the in-person demonstration and documented in the Demonstration Volume. The second phase is the in-person demonstration, which will consist of an introduction of the processes and tools presented, a walk though the off-line scenario and processing of additional data. USTRANSCOM will provide the data for the both off-line and in-person phases. The off-line demonstration data will be provided with the request for proposal, while the in-person demonstration data will be provided on the day of the demonstration. All demonstrations are expected to be “out of the box” demonstrations—no special code is anticipated to be required to modify Offerors’ applications for the uniqueness of the DOD supply chain.

Off-Line Demonstration

USTRANSCOM’s goal is for Offerors to demonstrate an end to end planning problem with a limited number of sources, nodes and destinations. In a limited number of cases determining which supply source an item should come from will be tested. Land, sea, and air modes will be tested. Destinations will be in a theater of operations at such locations as forward supply points or unit destinations. Tendering to carriers, including units organic to the Transportation Component Commands (TCCs) will be demonstrated. For items of supply sourced from within the theater, Offerors will demonstrate consideration of second level re-supply automatically (appropriate requests for replacing theater stocks as they’re used will be produced). The Offerors’ demonstrations should contain sufficient supporting information to demonstrate that the results were generated by the application of implementable processes and tools for AT21.

There are five (5) tasks to the off-line demonstration:

1. Improving business processes

2. Executing change

3. Managing orders

4. Optimizing fulfillment

5. Controlling processes

1. Improving business processes: USTRANSCOM will give Offerors a limited number of business process flow diagrams at the lowest Supply Chain Operational Reference (SCOR) model available, along with a limited set of business rules. Offerors will demonstrate their methodology for improving business processes using these data while consolidating the processes into an integrated process. While developing this process consolidation, Offerors will apply best business practices. Offerors will also describe how USTRANSCOM’s transportation tracking number concept of operations (CONOPs) will be employed. Offerors will document what they have done in this task in the off-line document, showing the results of each step of the Offerors’ process improvement methodologies. Included in the document’s results will be the final operational architecture, including identification of consolidations and application of best supply chain execution practices in the Offerors’ own formats, not necessarily in the DOD Architectural Framework (DODAF).

2. Executing change: This is viewed as a key element of the entire program. Unless changes to the working environment can be implemented, new business processes and modern technology are unlikely to achieve USTRANSCOM’s goals. Offerors will describe their change execution methodology and produce a draft change execution plan based on their business process improvement results to demonstrate their approach in the off-line document. Offerors will address change execution issues inside USTRANSCOM and across the Transportation Component Commands (TCCs), combatant commanders, Joint Deployment and Distribution Operation Centers (JDDOCs), Services, and other national partners.

3. Managing orders: Offerors will implement their consolidated business process in their order management application, along with data business rules to qualify incoming orders. USTRANSCOM will provide order data files representing typical deployment and distribution order data. Offerors will process these orders through their order management capability. Offerors’ will document their implementation methodology, their implementation, and results in the off-line Demonstration Volume. Offerors’ implementations will include

a. Demonstration of their implementation of the business rules, displays, and data storage to associate people with their equipment, people and equipment with their units, and timeliness relationships among orders

b. Demonstration of confirmation of order receipt to customer and (after scheduling) delivery commitment.

c. Describe use of collaboration in order management

i. What are best uses of collaboration?

ii. Where and when would collaboration occur in the overall process hypothesized in the process improvement task

iii. Document how collaboration would work in Offerors’ proposed environment

In the Demonstration Volume, Offerors will include products that show how the improved processes were instantiated; provide reports from files and databases demonstrating recording of the relationships among people, items, and units, including timeliness relationships among orders; and products that identify alerts and notifications set up in the order qualification process or for delayed processes.

4.

Optimizing fulfillment: Using qualified orders from the order management task, Offerors will use automated tools to devise a schedule that optimizes a simplistic metric (best cost for on time delivery is recommended). Offerors will devise and use some possible, additional goal (other than cost) to show how the scheduling capability can include use of more than one criterion. Offerors will devise scheduling metrics appropriate to assess schedule robustness for USTRANSCOM and describe how their scheduling tools would be able to use the robustness metrics with the simplistic metric to support optimization and analysis. In the off-line Demonstration Volume, Offerors will a.

Demonstrate capability to build an end to end schedule b.

Show the schedule produced and values for the metrics employed c.

Demonstrate basic correctness of the schedule (relevant, appropriate, and realistic?)

d.

Demonstrate capability to schedule groups of people and items effectively, even when the people and items travel by different modes e.

Demonstrate understanding of which factors prevented further improvement to the presented solution f.

Provide reports and displays from files and databases demonstrating schedule feasibility g.

Demonstrate understanding of metrics appropriate to USTRANSCOM, including the use of multiple optimization criteria h.

Describe how they assess schedule robustness.

i.

Describe and employ screen shots to show how multiple metrics would be incorporated into analysis processes and tools.

5.

Controlling processes: USTRANSCOM has two process control goals

a. Ensuring changed processes are in fact changed, and the changed process stay within appropriate limits.

b. Improving processes over time to reduce process variation, increase flexibility, and reduce customer wait time.

In their off-line Demonstration Volume, Offerors will describe how their implementation satisfies these goals or what additional tasks, capabilities, or processes would be needed to satisfy these goals. Offerors will include discussion of their implementation strategy and how the change execution plans will be employed in a process control context.

In-person Demonstration The in-person demonstration will consists of the Offerors executing new tasks with USTRANSCOM during the day of the demonstration. On the day of the in-person demonstration, USTRANSCOM will give the Offeror a new business rule or process. Offerors will restructure their process flows to include the new rule or process, apply best practices, identify order management configuration changes, and make the configuration changes in their order management solution. USTRANSCOM will also give the Offeror an additional set of orders to process through both order management and scheduling capabilities. The additional set of orders will have concurrent time frames with the initial sets of orders. USTRANSCOM may also give Offerors changes to the distribution network or assets to implement in the Offerors’ scheduling capabilities. Offerors will demonstrate changing the schedule in real time, re-optimizing the plan using the simplistic metric, analysis of results, and collaboration and tendering of new schedule to TCCs for execution. This demonstration should reveal not only appropriate analytic results, but also convenience of use, users’ abilities to understand processes and results, and response timeliness of processes and tools.
